Superbonus decree, Mef opinions against Forza Italia changes. Tajani: ‘We will vote against’

Another day of tension on the Superbonus Legislative Decree: the Senate Finance Committee continues to examine the decree which – among other things – includes the controversial government amendment which introduces the obligation from this year to spread the building tax deductions in 10 years (and not 4), with retroactive effect. On this point, the awaited opinions of the Mef on the sub-amendments that modify the government’s amendment have arrived at the Commission: it is reported that the opinions on the changes proposed by Forza Italia to remove the retroactivity of the extension of the deductions to 10 years are contrary. Before the news arrived, the deputy prime minister and foreign minister Antonio Tajani had already specified that without the requested changes the Azzurri will vote against the text of the law.

The Superbonus Decree

Beyond the Superbonus issue, it is always in the same decree that the stop for banks from offsetting credits with social security debts was included, in addition to the introduction from July of the sugar tax which however – said the Minister of Economy Giancarlo Giorgetti – should actually be postponed to January 2025. On this, a reformulation by the MEF is awaited which identifies the coverage for the postponement, amounting to approximately 72 million euros.

Sugar tax question

After the political debate on the topic of the sugar tax, today the Minister of Economy Giancarlo Giorgetti confirmed the possibility of a postponement to next year. “We are currently making an effort – said the minister – to search, very laboriously, for financial coverage to postpone the entry into force” of the sugar tax, the tax on sugary drinks, “to January 1, 2025. I believe that we will get there in the end, but I also believe that this is not the central theme of economic policy in this country.”

Majority grows in the Commission, opposition arises

Not without controversy, the number of members of the commission examining the decree increased from 19 to 20. The opposition reported this, explaining that they had received a communication from the President of the Senate Ignazio La Russa. “The majority will increase by one member – said Stefano Patuanelli of the M5s – it is a faculty that one has” and is done when the balance changes, but “it must first be communicated to the chamber. So it is a political force but it is also regulatory”. The issue will be “raised”, said Democratic Party senator Beatrice Lorenzin, the opposition says, should be Salvatore Salemi of Fdi, in any case, the new composition of the Commission will come into force from tomorrow, she specified in the Chamber The Russian.

What could happen

Adding a senator from FdI could help the majority to protect their text. Provided, however, that Forza Italia does not ally itself with the opposition and at most chooses to abstain or not participate in the vote. Also because – it is highlighted in parliamentary circles – voting against a government amendment would open up a political question. With the new member wanted by FdI, the majority reaches 11 with Forza Italia and 10 without. Therefore: if the Azzurri voted with the opposition there would be a draw (10 to 10) and the amending proposals would not be approved. To receive the Commission’s approval, the amendments should count on Forza Italia: even if it does not vote with the majority it should at least not participate in the vote or abstain. At that point the result would be 10 to 9 in favor of the majority.
