Naples, the first female president of the Court of Appeal

Those who know her well describe her as a strong, determined woman, firmly anchored to her work and to the principles of justice. In the over 40 years during which you wore the magistrate’s robe, Maria Rosaria Covelli – since yesterday the first woman to hold the highest judicial office in the district of Naples – has been able to consolidate her professional training in various sectors, from the judicial one to that of senior manager at the ministry in via Arenula, specializing in both civil and criminal matters.

The roots

Sixty-seven years old, Roman by birth but with strong Neapolitan roots, Covelli is the daughter of the former senator Alfredo Covelliwho was among the founders in 1946 of Monarchist Party. She was married to the constitutional lawyer Beniamino Caravita from Torittopassed away in 2021.

Classical studies, before undertaking legal studies at the University, she was among the youngest winners of the competition for judicial auditor.

The carreer

Since that moment, Covelli has followed a long and prestigious professional path, but never limited to her judicial career alone: the first woman to hold a top position in the courts of Lazioexpert in civil right, she has in fact been a speaker at numerous scientific conferences and seminars. Strengthened by this “all-round” experience, in 2010 you assumed the presidency of a civil section at the court of Rome and then moved on – in 2016 – to chair that of Viterbo. He also left an excellent memory in Tuscia: by optimizing workloads, also redeveloping the green area outside the courthouse with an original combination: that is, with the contribution of the University, on the one hand, and of the employment of some inmates of the Mammagialla prison, employed as gardeners, on the other.

Maria Rosaria Covelli was – again in that period – able to demonstrate her attention towards the affirmation of civil rights in countries in which strict anti-democratic rules are in force: on 28 September 2020, again in Viterbo, she was also there on the steps outside the court to participate in the symbolic minute of silence for Ebru Timtikt – the Turkish lawyer and activist of Kurdish origin, committed to the defense of human rights, arrested, convicted and died after 238 days of hunger strike after asking for a fair trial – remembered one month after her death.

Path

In the career of the new president of the Court of Appeal of Naples there is also another fundamental passage: the one marked by the experience at the Ministry of Justice. In via Arenula Maria Rosaria Covelli held the position of Head of the General Inspectoratea crucial and delicate position that began in May 2021 when the then minister appointed her Marta Cartabia (appointment also confirmed by the current Keeper of the Seals, Carlo Nordio). The list of institutional positions held is also long and eloquent: she was president of the Inter-ministerial Commission for Justice in the South and in the Islands and coordinated the permanent observatory on the effectiveness of legislation on gender and domestic violence, only for name a few. On March 20, the Superior Council of the Judiciary formalized the appointment of Covelli as president of the Court of Appeal of Naplesthe largest in Italy.
