BOLZANO. After ten years of blockade, i works on the complex that is being built in via Cadorna – adjacent to the Talvera walks – are almost completed.

«The five-storey building has reached the roof – the delivery of the accommodation has already been scheduled. We are making 35 ready by July, the other 15 are from the German coop KVW which will deliver them in June. We are finishing assembling the windows and working on the exterior, floors and interiors.” Andrea Gratavice-president of Cooperdolomiti, says that families, forced into an inevitable and very heavy hardship, finally see the finish line close at hand.

After years of interminable legal battles, before the administrative judges and the water court, in the winter of 2022 the final word was written on the dispute for the construction of the imposing complex which today stands where the fields once stood tennis. «We have lived almost a decade of very heavy frustration and anger. Today we breathe a huge sigh of relief because the structure is almost completed.” We remember – in fact – that after the TAR, in November 2022 the Council of State also agreed with the Municipality.

Delivery of the accommodation expected by July
«The Laurino cooperative – continues Grata – which is building 35 homes for us together with those of the Wolke -07 cooperative in a sector regulated by the provincial regime intended for the “middle class”, sees its “creation” growing rapidly, entrusted to the very valid company Plattnerbau, leader in quality and business efficiency. «The 10 million “lump sum” contract was signed in September 2022 and the program is absolutely respected, with the delivery of the works maintained in June 2024. The costs are also respected».

A four-room apartment unsold. “Middle class”, tight knits
But there is a but. In via Cadorna, a four-room apartment on the first floor measuring 100 meters remains unsold. And there’s a reason. «The coop that is completing the complex – continues Grata – belongs to the category of subsidized housing for the “middle class”. This is a particular institution, introduced by provincial legislation, to meet that segment of the population who on the one hand cannot access the free market, on the other hand does not have an income that would allow them to benefit from general benefits”.

«To be able to join a co-op for the “middle class” it is necessary not to own a house adequate to meet needs, to have residence or work in the municipality concerned and to have an income between the second and fifth bracket (between 40 thousand and the 90 thousand euros gross per year) to be calculated with the Durp. It is a very particular institute, designed with excellent intentions, but which unfortunately has gradually developed into a series of rules and circulars, which significantly burden its bureaucratic management”.

And for this reason an accommodation remains unsold. There is only one summary: «Several of our aspiring members have found themselves in difficulty due to overly complex rules which effectively limit their use, even leading to paradoxical situations, as already mentioned. to the provincial offices. But given the enormous hunger for housing that exists in the city, this particular cooperative formula can also continue to contribute to providing answers to that part of the population otherwise excluded in the search for a home.”
