Livorno, the Old Fortress passes to the Municipality: what changes

The free acquisition of the state-owned property and an investment of 6.2 million euros, almost equally divided between the Region and the Municipality of Livorno, for the renovation and valorisation. There Old Fortress (state-owned part) passes into the hands of the city with the approval of the resolution of the city council, on the proposal of the Department of Port and Port City Integration, which provides for the development agreement pursuant to art. 112, paragraph 4 of the Legislative Decree 22 January 2004 n.42 and the deed of free transfer to the Municipality of Livorno (the underground part remains the property of the Chamber of Commerce). A fundamental step in the process started by the administration starting from 2022 with the reopening of the cultural federalism path aimed at the acquisition, by the city, of one of the most important monuments from a historical and cultural point of view

The valorization program between better public enjoyment and strengthening of the cultural offer

“The valorization and refunctionalization of the Old Fortress – they say from Palazzo civico -, i.e. the most prestigious monumental complex of the city of Livorno, and its transfer to the Municipality of Livorno constitute a central strategic objective for the municipal administration in current and future strategies of the city’s cultural, tourist and maritime-port policy which are implemented as part of an overall reorganization operation of the urban port areas which also include the area of ​​the maritime station, also to cope with the growing passenger traffic.

The valorization program, drawn up for the municipal administration by the architect Melania Lessi in collaboration with the other technical offices of the institution, has set among its main objectives the best public use of the property, as well as the strengthening of the cultural offer. To date, in fact, the Old Fortress is not completely accessible to citizens and tourists, many parts are still closed or unusable. In the next three years, restoration and conservative rehabilitation interventions will begin, as well as interventions aimed at energy saving and environmental sustainability and the assessment of seismic vulnerability and consequent consolidations. Among the planned interventions there is also the reopening of the north tunnels currently closed and the restoration of the patrol walkways. It is also envisaged – the administration concludes – the valorisation of museum exhibition functions and those linked to the organization of outdoor events and shows, as well as the restoration of the catering service”.

The administrative process for the acquisition of the Fortress and the program of interventions

“The acquisition of the asset – underlined by the municipal administration – is carried out by the Municipality of Livorno following a procedural process which saw approval by the technical operational table formed by the Mic – Regional Secretariat for Tuscany, l ‘State Property Agency-Regional Directorate of Tuscany and Umbria, Tuscany Region and Superintendence of Archaeology, Fine Arts and Landscape for the provinces of Pisa and Livorno of a program for the valorisation of the property which has the aim of maintaining, protecting and enhancing the architectural heritage, historical and cultural value that the Old Fortress has expressed throughout its history”.

The budget made available to support the valorization interventions is equal to 6 million and 220 thousand euros of which 3 million are allocated by the Tuscany Region – without which the process of cultural federalism would not have been possible – and the remainder by the Municipality of Livorno .
