Update of the Quality Charter of Rome, 750 properties to be regenerated and greater constraints for 246 villas — idealista/news

TO Rome the Gualtieri Council approved theupdating of the Quality Charter, the draft General Regulatory Plan (Prg) which includes all properties and urban areas subject to a special protection regime identified by Roma Capitale, independent of other state constraints and defined in agreement with the Superintendence of Roma Capitale. Now approximately 750 properties can be regenerated with greater ease and 246 villas become protected, with the aim of preventing them from being demolished and rebuilt by virtue of the regional law on urban regeneration. The update proposal will now have to be approved by the Capitoline Assembly.

In detail, theupdate of the Rome Quality Charter provides:

  • the removal from the Quality Charter of approximately 750 properties that can now be transformed (700 identified following party requests, implementation of urban planning transformations, joint assessments with the Capitoline Superintendence that did not possess characteristics to be protected to which are added another 50 coming from reports and requests received following the publication of the proposal on institutional channels);
  • the introduction, in the same Charter, of 246 new properties to be protected (113 historic villas in the Municipality of Rome I Center and 133 in the Municipality of Rome II) on which it will no longer be possible to intervene without prior approval from the Capitoline Superintendency.

As explained in a note, this revision incorporates the changes that have occurred since 2008: after the approval of the Prg, it is the first time that a systemic update of the Charter has been carried out despite the law providing for a biennial intervention.

The update follows the fact that over the years many of the original functions of some buildings that justified their protection have been lost: among these are theformer spinning mill in viale Castrensethe former Rome Fair on Cristoforo Colombo and theformer Alitalia in Muratella. Thanks to this provision, a specific protection regime is no longer necessary for these properties, favoring a regeneration process.

Among the new protected villas there are: the Villino De Pinedo in via Antonio Bertolino and the Villino Saffi in via Barnaba Oriani, in Parioli; a Small villa in via degli Scipioni in Prati and the Villino Bezzi in via Calandrellinext to Villa Sciarra.

The mayor of Rome, Roberto Gualtieri, explained: “We immediately committed ourselves to promoting the creation of a vast urban regeneration work capable of embracing various neighborhoods of the city, starting from the suburbs and to do this the urban planning rules often need to be adapted. With this resolution we propose to the Assembly an update of the Quality Charter, intervening on what today requires protection, such as the hundreds of historic villas of Municipalities I and II, but above all to guarantee a future for even very large structures for which the restriction represented only a condemnation of abandonment, a permanent wound to the city fabric. Instead we want to redevelop buildings, limit land consumption, regenerate spaces and build sociality.”

The Urban Planning Councilor, Maurizio Veloccia, added: “The updating of the Quality Charter was fundamental, in-depth and complex work, awaited for over 15 years, carried out by our Department and in collaboration with the Capitoline Superintendence. A courageous measure, which allows us to intervene on hundreds of properties that no longer made sense to maintain under a special protection regime which has led, in many cases, to their abandonment or degradation. At the same time we have included hundreds of precious villas that we want to protect. The proposal, which will soon be brought to the Giulio Cesare Chamber for approval, certainly represents an opportunity to encourage on the one hand the regeneration and transformation of many properties that do not require special constraints and on the other to protect properties and quadrants that deserve attention and control in their urban transformation. Among other things, this updating work is continuing: we are already working on a further resolution to also include the villas located in other municipalities”.
