End of the Superbonus | Order of Architects of Verona

End of the Superbonus | Order of Architects of Verona
Descriptive text here

Game over for the Superbonus. Economy Minister Giancarlo Giorgetti wants to “definitively close the excessive generosity of this measure and set an end point for 2023”, as he himself explained after the approval of the Council of Ministers of the new law decree on the Superbonus. But for the Order of Architects of Verona, the provision is a “roof for families and the construction industry”.

With this new decree, the possibility of resorting to invoice discounts and credit transfer is eliminated. And also stop the corrections to the work plans, which had been granted until October 15th. The documentation necessary to access the building bonuses, therefore, can be uploaded until next April 4th at the latest.

“The bill is already very high – declared Minister Giorgetti – Even if someone is enthusiastic about it, the price for public finances and the debt will weigh on the debt for several years to come”. Critical, however, is the intervention of the Veronese architects, who speak of a decision that was taken without any discussion with the representatives of the category and which changes the rules during the match in progress.

«The operation appears all the more risky if we consider the reasons given as justification based on partial data and without a broader overall evaluation – commented Matteo Faustini, president of the Order of Architects of Verona – The Superbonus and the transfer mechanism of the credit have been modified over twenty times, to which are added further secondary changes, application circulars, provisions and rulings. A confusion that businesses, professionals and workers will pay dearly for. The construction industry and clients are now collapsing and in a liquidity crisis due to having correctly used the rules issued by the State which suddenly, on the other hand, went back on its word, making it impossible to transfer the credits and continue the works . The decisions were taken without the slightest concern for the real issue, that of blocked credits, and place a tombstone on the Superbonus by exclusively favoring the classes with greater fiscal capacity and putting at risk the commitments undertaken by families for the improvement of their homes. Not to mention the effects on the redevelopment of public and private RSA buildings, which, regardless of ownership, perform a public service by law. As always we are going to penalize the most fragile people. And, last but not least, disputes between businesses, citizens and professionals will increase. Those professionals who have guaranteed transparency and correctness, often taking on responsibilities that were not theirs and who have found themselves at the mercy of increasingly abstruse and contradictory requests, and who now find themselves, after these latest changes, no longer able to operate, much less to contribute to achieving the energy saving and autonomy objectives that, at least in words, the Government has always declared it wants to pursue. In Italy, with the end of the Superbonus, it is estimated that the number of open construction sites could decrease by 30% in 2024. The slowdown in the construction market could lead to a reduction of 100 thousand jobs in the sector within the year and a contraction in GDP of up to 0.4 percentage points. The Superbonus had incentivized the energy requalification of buildings, with consequent benefits in terms of energy saving and reduction of carbon dioxide emissions. And its elimination could slow down this process. Low-income families will also be penalized, as they are unable to support the costs of energy requalification of buildings without the help of the bonus.”
