The engines are heating up for the appointments at the top of the subsidiaries, starting with Rai. The meetings of the House and Senate group leaders are scheduled for tomorrow, which will have to decide the July calendar and should therefore set the date for the election of the four parliamentary directors of the public television. There is a general agreement in the majority, although some aspects are still to be defined, and, according to rumors from the day before, a vote should be held within the first two weeks of next month.
Creating some uncertainty is the ruling of the Council of State, expected on 4 July, on the appeal presented by four candidates to the board of directors, Nino Rizzo Nervo, Patrizio Rossano, Stefano Rolando, Giulio Enea Vigevani, who, after having turned to the TAR, decided to appeal to the higher body. According to the appellants, the Rai appointment system would present profiles of constitutional illegitimacy, placing itself in conflict with the European Media Freedom Act, the European regulation which imposes independence in governance and transparency in appointments on all public radio and television services. It is possible, therefore, that we will wait for that ruling to proceed, but it is not excluded that we will want to close the matter as early as next week.
Among the councilors appointed by parliament, Fratelli d’Italia would be inclined to vote for Valeria Falcone, while the 5 Star Movement should confirm Alessandro Di Majo. The League should opt for Alessandro Casarin, also because the inappropriateness of a double role could weigh on Antonio Marano’s candidacy, which would be added to that of commercial director of Milan-Cortina 2026. The Democratic Party should dissolve the reservation only shortly after of the election: at the moment both the non-vote, as a signal to push towards governance reform, and the indication of one of the names who have independently nominated themselves are considered only as hypotheses. Among others, the names of Roberto Natale are mentioned, who would also be appreciated by Avs, and of Antonio Di Bella, considered by many to be a candidate who can also be used as guarantee president.
The latter is a hypothesis that could be taken into consideration should obstacles arise in the path imagined by the majority and which, according to some, could also be useful to the right to calm the wave of controversy that has hit public television , starting from the Scurati case. By the way, on the 26th the schedules will arrive at the board of directors and more will be known about the fate of Serena Bortone, who, given the possible stop to ‘Chesarà…’ could get a new programme, probably in day time. We will see. At the moment the agreement is that Giampaolo Rossi, Fratelli d’Italia share, will be at the helm of the company, who should be indicated by the Mef together with Simona Agnes, as a councilor candidate for the presidency in Forza Italia share. The centre-right has 24 votes in the Supervisory Commission and there is optimism about the possibility of reaching the 28 votes necessary to achieve two thirds of the preferences (hopefully in the support of the two exponents of Italia Viva, Maria Elena Boschi and Dafne Musolino, and of Dieter Steger, member of the Sudtiroler Volkspartei, member of the Mixed). The games, however, are open and the League, faced with this scenario, could demand some compensation, for example claiming for itself the role of general director of public television, which in recent days the current CEO Roberto Sergio has revealed to be intended for him. It is clear, however, that the game will be played on multiple fronts, also involving the other appointments at the top of the subsidiaries. Time is running out because the Cassa Depositi e Prestiti meeting will be reopened on 27 June and the FS meeting will also be held on the same day in second call. The successor to Claudio Graziano, who passed away in recent days, as president of Fincantieri is also to be decided.
