“The assembly of municipal delegates on May 28 authorized the Croce Verde di Lugano (Cvl) to sell the land in the Povrò area, a sale for which the Municipality of Massagno appears to have declared itself against, with the intent of preserving that green area from new construction”. This is what municipal councilor Andrea Togni, for the Plr/Pvl Group, wrote in a question through which he asks the Municipality whether it has evaluated the possibility of an exchange of the Povrò land with the parcel 930 RFD Lugano, whether, beyond the parcel 930, other solutions have been evaluated so that the Cvl remains in Lugano. Togni also asks, what will be the logistical fate of the Tennis Club Lugano 1903?

The parliamentary act traces recent history. Starting from the end of the nineties, when CVL acquired land in the “Povrò” area (Breganzona), along via Generale Henri Guisan, with a possible exit for vehicles in via Lepori, in Massagno, in anticipation of the constant growth of the population and of rescue interventions. However, the new headquarters never came into being and CVL “was forced to spread its services between the old headquarters, the detached one in Agno, material and some instruction rooms close to the historic building in Pregassona. In recent years, the CVL appears to have also received land proposals from municipalities neighboring the City of Lugano, which would distance the ambulances from their current location as well as from the Municipality which has identified it in its name since 1910: Lugano”. In the meantime, the rescue service has had to “undertake a series of works to modify the current headquarters, which are not ideal, but which will allow the building to be used for at least the next 5-10 years”, writes the questioner. Togni highlights that, “as a logistical solution, the land owned by the City (particle 930) located north of the current CVL map, currently occupied by the tennis club Tc Lugano 1903, should have been identified, thanks to a surface right with expires in 2032”.

The questions posed to the Municipality are based on these considerations: what measures does this Municipality intend to take so that CVL can begin economically efficient planning of the new headquarters as soon as possible and, consequently, plan a strategy for alternative use or possible sale of the current building? If the city has to favor and suggest a logistical solution to TC Lugano 1903, has the possibility of the Lugano 1903 Tennis club remaining on the current site, using the roof of the new headquarters, been taken into consideration?
