Amateur sports organisations: the results of a survey

sample on the regions of Piedmont, Liguria and Valle d’Aosta

The Terzjus Foundationwith the contribution of the Foundation Company of Saint Paulhas implemented a project called starting from the end of 2023 “Third Sport sector. Opportunities and innovations for amateur sports organizations between the two reforms”, having as main recipients amateur sports associations and clubs present in Piedmont, Liguria and Valle d’Aosta.

This is the first sample survey focused on the application of the sports reform and its connections with that of the Third Sector.

The project was divided into two activities: the first involved monitoring and legal analysis of the main legislative changes arising from the two reforms, as well as a training intervention involving 796 amateur sports organisations; therefore, one survey – carried out in collaboration with Italia non profit – through a sample of 739 amateur sports organizations, of which more than 590 came from Piedmont, Liguria and Valle d’Aosta. 81% are amateur sports associations and approximately 19% are amateur sports clubs. Mainly small and medium-sized entities – 63% have between 50 and 500 members – which present balance sheets that, for 53% of the total, do not exceed 60,000 euros per year. Only 6.3% have their own headquarters, approximately 20% also carry out other activities from those provided for by specific sports disciplines: management of summer camps, projects with schools, interventions with vulnerable subjects or management of sports facilities and structures. The recipients of their sports activities are young people, adults and the elderly, but almost 40% also promote activities aimed at vulnerable subjects. More than 14% are beneficiaries of the 5 per 1000 and more than half make use of the more favorable tax regime provided for by law 398/91. Almost all of the respondents are registered in the new Register of amateur sports activities (RASD) and around 9% also in the National Register of third sector bodies (RUNTS); more than half (56%) make use of the contribution of volunteers.

The results of the survey will be illustrated during the meeting scheduled in Turin on Saturday 29 June and promoted by the Terzjus Foundation in collaboration with the CONI regional committees of Piedmont, Liguria and Valle d’Aosta and with the contribution of the Compagnia di San Paolo Foundation.

«On this occasion – he explains Luigi Bobba, President of the Terzjus Foundation – all the results of the survey will be presented and, with the help of several experts, the critical issues and opportunities arising from the two reforms will be examined. The survey shows a picture of light and shadow and also a certain fatigue of sports organizations, especially the smaller ones, in adapting to the new regulations. But there are also positive connections between the two reforms – of sport and of the Third Sector – which highlight sport both as a lever for improving the physical well-being of people of all ages, and as a vector for inclusion for the most fragile subjects. Starting from the suggestions proposed by the respondents to the survey, improvement proposals will be formulated both for possible changes in the legislation, and for the support of an increasingly inclusive sport».
