Florence, 20 June 2024 – “The reimbursement operation by the Tuscany Region towards flood victims, with the first support of 3,000 eurosis concluding positively”. Words by Eugenio Gianipresident of the Region and extraordinary commissioner for the flood emergency of November 2023 who yesterday took stock of the supports together with the councilors Monia Monni (civil protection) e Leonardo Marras (productive activities).
The procedure disbursement of the 25 million contributions allocated immediately after the exceptional event is going well with almost 17 million already disbursed (6,437 requests processed) e 3,723,000 euros in the payment phase this week (1,433 requests). “We have now exceeded the threshold of 20.5 million compared to the 25 that we have allocated” says the governor explaining that “there are still 670 families who are entitled to it but have not sent the IBAN and for others there are imperfections in the presentation of the request”.
From July 1st, via the website https://www.regione.toscana.it/alluvione2023, they will be distributed the 66 million allocated by the government for ‘immediate support’, following the reporting procedure in which citizens and businesses will be able to enter invoices and expenses incurred and have access to reimbursements up to 5 thousand euros for families and up to 20 thousand for businesses. “The families who have already obtained the three thousand euros from the Region can absolutely take action to obtain the 5 thousand euros that come from the national allocation, they are cumulative contributions” recalls Giani.
How long concerns the procedure reporting, “those who request reimbursements exceeding eight thousand euros can request an advance of 2,500 euros which can be liquidated before the summer” adds councilor Monni. Colleague Marras, however, goes into detail about the contributions to businesses. “The activities and documents that we will request for reporting and obtaining the contribution can also be used subsequently as an anticipation of a possible further reimbursement which we hope will be possible thanks to further State funding. In this phase 100% is recognised. of the amounts incurred, up to the damage, up to a maximum limit of 20 thousand euros” he explains.
For eligibility it is necessary that the applicants have a regular Durc, are active (not terminated), not subject to insolvency procedures (bankruptcy, liquidation), located in the flooded municipalities (hence the case of the company that in the meantime has changed headquarters and is no longer located it cannot be admitted in the flooded municipality). With regard to eligible expenses, these must refer to the damages declared in the C1 form (properties, systems, equipment, machinery, goods, stocks, in the case of an unusable location, the costs for the rental of temporary structures).
In addition to the refreshments, the governor – who as commissioner claims to have “responded punctually” – also focuses on the interventions structural hoping that the government will take action with a figure that could be 300 million euros against the plan of over a billion interventions, sent by the Region to Rome and on which there is currently no evidence. “We are worried because this is where the government’s real political choice lies. While reimbursements are sanctioned by law and are a right, these are a precise choice of the executive both in quantity and timing and we urgently need to start the work possibly now, in the summer, to have the interventions finished before next winter” thunders Monni.
The flood issue then becomes a political clash, with the opposition deserting the group leaders’ conference. “We learn from the agencies that President Giani would have called a conference of the group leaders: since when does this fall within his prerogatives? And we also learn that Giani would have complained about the absence of the minority group leaders” thunders the center-right in the regional council, accusing the governor to exploit the tragedy.
