Bologna, 13 June – “The bureaucracy and legislative complexity that continue to characterize our country certainly do not help technological and digital progress. Rather than chasing the big top players on the market, it is essential that the institutions – in particular the State and the Regions – clearly establish the rules of engagement that private individuals must follow for the exclusive benefit of citizens and, above all, without creating disparities between people and different territories. Positive results, in this as in other sectors, are not linked to the possibility of exercise autonomy or not, but are the direct consequence of the ability of public administrators to give important answers from a qualitative point of view”. This was stated today in Bologna by the councilor for Educational Systems Sebastiano Callari during the panel “The role of the Regions in economic development: policies and initiatives to encourage innovation”, organized as part of “We Make Future”, the platform global event for the construction of the future scheduled in the capital of Emilia-Romagna until 15 June. An event of international scope, Wmf represents a real accelerator of culture, training and innovation at the service of society, connecting Italy and the entire world. During his speech, councilor Callari explained that a law was approved some time ago in Friuli Venezia Giulia which gave rise to the regional integrated information system capable of bringing together the information, telematic and technological equipment of the public entities operating in region. “This innovation – explained Callari – allows dialogue between data, application services, procedures and transmission networks and is structured on the basis of the sectors of competence of the individual institutions”. The complex technological apparatus, formed by the Regional Administration Information System (Siar), the Local Administration Information System (Sial) and the Regional Social and Health Information System (Sissr), operates efficiently thanks to a public infrastructure that extends for over 1,900 kilometers, with 1,675 kilometers of backbone fiber optics, connecting the four capitals of Friuli Venezia Giulia with more than 180 kilometers of distribution network and also the industrial areas with over 350 kilometers. “Furthermore, 1,300 public administration offices are connected to the regional public network – added the representative of the Fedriga Council – including municipalities, hospitals and over 400 school buildings. We are then completing a series of further interventions that will guarantee the connection of all lower and upper secondary schools and most primary schools”. “Among the problems to be resolved there is certainly the difficulty of exchanging health information due to extremely stringent privacy legislation. A situation – Callari pointed out – which puts doctors active in the various territories in difficulty and which at a national level it has not yet been resolved from a regulatory point of view”. For the councilor, Friuli Venezia Giulia is at the top in Italy in terms of innovation thanks to the presence of seven regional clusters dedicated to metalworking, ICT, maritime technologies, agri-food and bioeconomy, life sciences, culture, creativity and tourism, wood and furniture. “In our region – said Callari – there are three universities, three technology parks, three certified incubators and even twelve research institutes of international scope”. In Friuli Venezia Giulia there is also a substantial package of support measures for businesses which provides contributions for digital investments, for activities linked to innovations in production and organizational processes and a historically very useful tool such as the Frie, the rotation fund for economic initiatives. “Among the virtuous entities strongly desired by the Region – concluded Callari – we must finally mention the Work & Development Agency and IP4FVG, the digital innovation hub that supports local companies in digital transformation, promoting the use of enabling technologies and technological updating and innovation of processes and business models to promote the competitiveness of our economic fabric”.
