Firefighters are in turmoil due to staff shortages

The firefighters are in a state of agitation due to lack of personnel. To explain the reasons for the critical issues, the trade union organizations have issued this press release:

The undersigned Provincial Sections CONAPO, FNS CISL, UIL PA, CGIL VVF, USB VVF of Brindisi, hereby,
they proclaim the state of provincial trade union unrest and announce their intention to call a strike
provincial and ask for the formal activation of the preventive procedure within the legal timeframe
cooling and conciliation of disputes, pursuant to Law 146/90 and subsequent amendments ed
additions, in accordance with the provisions of the sector agreements, for the following reasons:
These secretariats have repeatedly demonstrated to the local manager that the Fire Brigade Command. of Brindisi pours in
a situation of unprecedented general malaise due mainly to chronic and consolidated
lack of operational personnel and above all to a “questionable” organization of the Command without the
constant application of regulations and contractual institutions.
Over the years there have been several reports highlighting the diligence with which they came
issued provisions regarding the duties of workers but did not find a similar attitude for
what concerned the guarantees relating to the primary problems of the rescue: lack of balance
number of authorized and qualified personnel or failure to pay attention to the assignments of
driver staff.
Describing the discontent among the Brindisi staff is not as easy as it is
there are countless dysfunctions that have never been resolved, for example, compliance with the canteen management contract
indeed the verification of the quality of the food and the verification of compliance with the copious hygiene regulations
linked to the preparation and administration of meals, to the denied request for the payment of
second meal voucher in the foreseen cases, but also to ordinary meal vouchers, valid until December 2023,
from the “failure to consult” with workers’ representatives regarding staff working hours
belonging to the role of Directors and Fire Inspectors, confusing the sharing of the draft
relating to the organization of guard shifts with the possibility of establishing different forms of timetable, such as
example a (G5 or G4) in other words a working time consistent both with the needs of the Command and with
workers’ rights, from waiting for definitive answers regarding the failure to apply the provisions

from Art.7 Presidential Decree n. 121 of 17 June 2022 and ex. art 48 letter J CCNL 1998/2001 regarding the working hours
work of the inspectors, from the cumbersome rotation of airport staff established by the OdG
687/2011 scheduled for February 1st, completed extremely out of time, after many reminders!
The situations that need to be listed are enormously complex, however, so as not to bore your attention. Yes
it limits itself to highlighting the behavior with which the Commander addresses the problems: simply
taking time, effectively bringing the trade unions to exhaustion, or applying
service provisions referring to Presidential Decree 64/12 unilaterally towards the operational component only,
worrying only about the “formal” aspects without dedicating any energy to the “substantial” ones.
The art. 23 of Presidential Decree n. 64/2012 defines “Orders of the Day”, those that in the Brindisi Command could
easily be defined as Orders of the Night, signed very often in the middle of the night, with the date
of the day before and measures also referring to the previous days or the following morning, without the
personnel actually have the opportunity to find out about it in time; the innumerable ones cannot be counted
mission provisions, permits, transfers that the shift manager is punctually forced to cover
with great difficulties at the beginning of the shift, with makeshift means when possible: the total absence of
trust on the part of the Commander towards his closest collaborators with a constant rush
against time, ignoring deadlines, obligations and any planning, always absorbed alone
with a formal appearance.
With Service Provision no. 15 of 05/09/2024 promptly reported, the local Manager also implements
a policy that he says is “punitive” towards the staff called upon to carry out training tasks
internal, among other things always arranged by the same and upon indication of the higher Central Managements or
Regional, raving about a “make up for the uncompleted Guard shift” not foreseen by anyone
regulation or norm, thus classifying the “work” in order of importance according to one’s personal preferences
needs.
It has become clear that the Manager himself does not accept any type of collaboration from those who do not support him
slavishly even in arbitrary interpretations of the rules, always considering himself above the parties
and in no case available for comparison.
We are still in a state of law!
It is therefore obvious that the staff of the Brindisi Command and its representatives are not
taken into no consideration by the Manager not considering it especially in the current case of management
of the G7 up to par despite experiences and in-depth knowledge of the territory, resources and
potential and any critical issues; this is demonstrated by the late summoning of the undersigned and the failure to do so
involvement of sector operational managers.
We do not conceive of this form of harassment against operational staff when they should
worry about all those failures related to the logistical-management functions that should
contribute to the good performance of the rescue device.

These provincial secretariats believe that respect for the Brindisi Fire Brigade comes through the
correct trade union relations mainly when dealing with issues concerning the organization of work e
the same is a necessary condition for maintaining well-being at work, more than ever for operators
firefighters also based on the particular activity they carry out every day at the service of citizens.
From this point of view, we complain about the obstinate behavior of the Manager who places himself among the failures
respect for assigned personnel and anti-union conduct, since it actually constitutes an impediment to
concrete exercise of union prerogatives and workers’ well-being.
