“Romagna comes out compensated and safer”

And also a way to listen to the requests of the many citizens, over a hundred, who attended the public meeting promoted by the Municipality of Ravenna in collaboration with the flood victims’ committees on Monday evening in Filetto, focused on the areas of Forese Sud. The second meeting will take place on April 22nd at CinemaCity, also in Ravenna, to talk about the Serraglio and Fornace Zarattini areas.

At the speeches table, Mayor Michele De Pascale, flanked by the Councilor for Public Works Federica Del Conte, by the Vice President and Councilor for Civil Protection of the Emila-Romagna Region, Irene Priolo, by Stefano Francia and Lucia Capodagli, President and General Director of the Consortium of reclamation of Romagna and by Marco Bacchini, head of the Ravenna office of the regional agency for territorial security and civil protection.

De Pascale: “Keep high attention on all the rivers of Romagna”

The debate was opened by De Pascale, who after recalling how it will soon be possible for the committees to access the large fund of donations received from the Municipality of Ravenna, took stock of public works. For which, he explained, the greatest resources were immediately allocated by the commissioner’s management. “The works are identified in two categories, those that require restoration and reconstruction and those that serve to increase the safety of the territory. But there are various intermediate interventions, such as works to increase the hydraulic capacity of the bridges”.

De Pascale recalled that the large flows of water arrived in Ravenna from floods outside the municipal territory. “This is why it is necessary to keep high interest, also together with the committees, in the works that concern the rivers. The consortium network alone is not enough, almost all the rivers in Romagna cross Ravenna. The commissioner structure has set itself the challenging objective of reaching the so-called special plans to be presented by June, which will be financed with 2.5 billion. We have included as many projects as possible already at this stage, considering a series of works that have been awaiting credit channels for years. Romagna must emerge compensated and above all more safe”.

The Basin Consortium is active with 40 construction sites in the Ravenna area

“As the Bonfica Consortium – added President Francia – we have nominated many projects within the three commissioner ordinances (n.6, n.8 and n.19, ed) issued between September, October and mid-January. In order to apply for further interventions, once the general reconstruction plan is ready”. “We are implementing 40 interventions in the Ravenna area – stated the general director of the Capodagli Consortium – which we can only finance through ordinances, given that the Our statute does not allow us to make investments but only to deal with the management and maintenance of the territory. To date, 17 construction sites have been completed, for a total of 576 thousand euros. Another 10 are underway, for an investment of 3.9 million while a further 19 million will be allocated to works in the planning phase”. In the area between Filetto and Roncalceci alone, almost 7.5 million euros have been allocated between completed and ongoing works. Construction sites ranging from the restoration to the strengthening of the flow rates of the systems to the replacement of the electric pumps. Municipal councilor Del Conte spoke instead of the road network: “In addition to the works on the school and library – he recalled – we carried out a survey of emergencies and, through the commissioner’s order n.13, we obtained 10 million for the road network in the flooded areas. They will be intended for the extraordinary maintenance of the roads and the reconstruction of the bridges which here, in particular, will involve those of via Pugliese and via Angaia”.

Priolo: “2.5 billion is not enough. No certainty about additional resources from the Pnrr”

On the topic of resources and the philosophy with which the Region is also moving for the presentation of the special plans, Vice President Irene Priolo took stock. “The 2.5 billion provided for public reconstruction – he specified – are a robust but not sufficient resource, also in light of the needs of the territory. Currently, the sums for the years 2023 and 2024 have already been committed, 800 million remain available for the 2025 on which we must focus our interventions. The special plans, which will be discussed in the preliminary phase in the control room on April 22, will have to attach a declaration with the economic estimate of the interventions already started and those in progress and in planning the Region is already moving in line with the plans, focusing on securing the territory. In total there are 402 interventions at regional level, of which 130 have been completed, for a total of 343 million euros”.
Of these, he added, 39 concern interventions on Ronco and Montone, for which, as for all rivers, the objective is to increase the flow capacity. “Building rolling tanks has significant costs and to date we still have the unknown of the Pnrr funds. Minister Raffaele Fitto, in January, announced the allocation of a further 1.2 billion for the floods, but to date there is no decree confirming this And in any case, any additional resource would arrive no earlier than 2027, given the reporting times of the Plan”, concluded the vice president.
