Municipality of Terni: council approves budget adjustment, change of over 7 million euros

With 19 votes in favor and 10 against, the city council of Terni approved – today – the adjustment maneuver that involves a change to the financial budget forecast 2024-2026 for just over 7 million euros.

Through the adjustment, the institution carries out the final verification operations of the budget items, aimed at ensuring the maintenance of balances, and readjusts the forecasts on the basis of the results of the 2023 management report and the economic-financial needs that arose after approval of the budget which for the first time was approved by 31 December.

The 2024 adjustment change, brought forward with respect to the maximum deadline foreseen also to provide rapid responses to the requests of the organisation’s management, is the corrective maneuver that allows the allocations to be adjusted to the management performance, ensuring the continuation of budgetary balances both as regards the management of competence, both for the management of residues and cash, ensuring economic-financial break-even for the coverage of current expenses and for the financing of investments.

The primary purpose of the council resolution to safeguard budget balance is to verify that the disbursement of expenses and the acquisition of resources relating to each program proceed as indicated in the Single Programming Document and in the Budget Forecast, or if any changes are necessary.

The administration and the offices involved, following a careful assessment of the necessity and non-deferrability of each request received from the organisation’s management, have identified all the major revenues and minor expenses possible to finance this manoeuvre, using part of the funds and provisions for the quota is available.

The budget adjustment allows for the implementation of the necessary corrective measures in relation to the indications provided by the new administration, the heads of the departments and the head of the financial service of the institution, as well as the inclusion in the budget of sums or allocations not previously foreseen. Compensatory variations, higher and lower expenses or transfers, requested by the Managers that do not alter the budget balances, have also been included.

The act was illustrated in Friday’s session by the budget councilor Michela Bordoni: “The accounting and financial management of local authorities must be oriented towards maintaining the balances initially established by the Council when approving the economic and financial planning (DUP) and the budget forecast. Article 193 of the TUEL provides: “2. With periodicity established by the local authority’s accounting regulations, and in any case at least once by 31 July of each year, the council body shall provide with resolves to acknowledge the permanence of the general budget balances…”The main purpose is to implement the provisions contained in the first paragraph of the same article with which it was specified that Local Authorities must respect “during the management and in the budget variations, the financial balance and all the balances established in the budget for the coverage of current expenses and for the financing of investments”.
