The Carabinieri Forestale Group of Avellino, together with the personnel of the Department of
Prevention of the ASL of Avellino, recently concluded a series of checks as part of the
control campaign “Pesticides 2024” promoted by the Top Command, aimed at verifying
of the correct management of plant protection products according to the “National Action Plan for their Use
Sustainable Development of Plant Protection Products” (PAN). The operations, carried out pursuant to art. 2 Legislative Decree 27/21,
they concentrated on the entire province of Avellino.
During the month of activity, the checks mainly involved agricultural companies and activities
commercialwith the aim of verifying the correct use of plant protection products in companies
agricultural products and control the sale and possession of such products in commercial activities.
31 checks were carried out which led to the identification of 3 criminal offenses and 8 misdemeanors
administrative, with a total amount of fines equal to €14,864. Furthermore, an investigation was carried out
the administrative seizure of a storage room, the seizure of n. 495 packs of
illegal pesticides and the temporary closure of a commercial establishment.
Many irregularities were found, including the failure to update the loading register and
unloading of pesticides, the sale of pesticides for professional use without verification
· the identity of the purchaser, and the absence of a register of treatments at some companies, in one case,
the marketing of pesticides without regular health registration has resulted in
seizure of a warehouse space, finally the indiscriminate sale of pesticides even to non-authorized operators
professional.
During the checks, several criminal violations also emerged. It was also discovered the
possession of plant protection products with old danger pictograms which should have been
· disposed of as hazardous waste, thus configuring the crime of uncontrolled storage of special waste
dangerous. Finally, another company had created warehouses for the storage of pesticides without le
necessary authorizations.
