The new Territorial Operations Center (Cot) of the Provincial Health Authority of Reggio Calabria was inaugurated today. The Cot will have the task of acting as a hinge between the structures present in the hospital system and the territorial ones, both directly managed and of the third sector with an agreement.
Connecting hospitals and territorial services, to protect vulnerable subjects
The activation of the Territorial Operations Centre, thanks to the technological model with which it is equipped, will make it possible to connect hospitals and territorial services, for example by improving the protected discharge of fragile subjects towards their return to home or to other territorial care locations.

The general director of the Reggio Emilia ASP explained this during the inauguration in the offices in via Willermin, Lucia Di Furiawho underlined: «The fundamental characteristic of the Cot is to interface with the Gom, with which we must work in synergy for citizens discharged from the hospital. For example, the Orthopedics department will have to report discharged patients to the Cot in order to activate the evaluation unit and decide whether to send them home or to a residential facility suitable for that type of care».
Objective: to pool the resources of the regional health system
The extraordinary commissioner of Zero Company, Gandolfo Miserendinoadded: «The Cot will facilitate the discharge of patients from hospital to home. We are trying to bring together the resources of the regional health system and, in this case, of the Pnrr, to promote integration between hospital and territory”.
A first Cot in Calabria it was activated in recent weeks in Crotone, financed with 253 thousand euros of Pnrr funds. «They will be open in all ASPs»added Miserendino. “This is the first in Reggio Calabria, but then there will be others.”

“It is a first step of the PNRR”, he explained Rubens Competent Community Curia. «Today there is Cot, a piece of the mosaic. Then there will be community hospitals, which will be very important. Finally the company takes charge of the citizen’s health and offers a service.”

According to the director of the Gom, Gianluigi Scaffidi«the Territorial Operations Center is a very important tool because it acts as an intermediary between the needs of the hospitalized patient who must be discharged and the territorial structures. Until now, this task was left, in an artisanal way, to relatives, chief physicians and family doctors who had to find a solution. From today, thanks to the Cot, our departments, starting with Orthopedics, will have an interlocutor who takes care of placing the patient at the time of discharge and completing the care pathway».
The role of private structures in decongesting hospitals
Even private structures, according to Scaffidi, «serve this purpose: complete treatments and decongest hospitals. It is a better way to guarantee healthcare responses. We must not be prejudiced against the private sector because it is paid for with public money. Obviously, not everyone will find a place, because it depends on territorial availability. This is a problem, because patients, if there are no places, go home».

“It’s not that with the opening of the Cot we have solved all the problems, since Calabria has always had an under-funding compared to other regions”, he adds. And in view of the differentiated autonomy, Scaffidi comments: “If the limits are not changed and it is not managed by competent people, I see it badly”.
