The budget variation discussed in the last session was approved, thanks to which the municipal administration proceeds with the application of a free surplus quota, equal to approximately 7 million euros, and a surplus quota destined for investments equal to approximately 1,700,000 euros.

Among the items concerned, the increase in resources to proceed with the intervention on the road junction between Via Fiorentina and the urban ring road. Last June 13th at the time of the vote there was no quorum registered. The resolution received 20 votes in favor and 9 against.

The Municipality of Arezzo also has a guarantor of the rights of prison system workers and people deprived of personal liberty. A proposal for a council initiative signed by the majority group leaders and illustrated by Simon Pietro Palazzo. The establishment of this monocratic body will be followed by a public notice through which citizens with specific requirements will be able to apply to fill it: among others, a degree and five years of experience in the prison environment. Citizens who are ineligible for the office of municipal councilor are not eligible. The office is incompatible with those of mayor, assessor and municipal councilor. The guarantor ceases to hold office if he or she runs for any elective office. His or her term is 5 years, renewable only once. He or she works to improve the living conditions of all prison staff and people subjected to prison measures, reports to the mayor every year on his or her activities, and carries out his or her function free of charge.

For Donella Mattesini “the operators already have their own union that deals with collective bargaining: doesn’t the new figure conflict with the role of these organizations? Furthermore, for prisoners, there is a supervisory judiciary that deals with alternative measures. The Arezzo prison is still waiting to be renovated, with only 26 places available out of a theoretical 40. Arezzo risks losing its prison and this would mean demanding travel for lawyers and family members.”

For Michele Menchetti “these figures are welcome but I demand a more solid and direct contact with the City Council” while for Alessandro Calussi “having a municipal guarantor means for the prisoner to have an additional point of reference and protection. The supervisory court itself verifies the execution procedure of the sentence but cannot intervene if the prisoner experiences a problem inside the prison”. For Francesco Palazzini “the resolution moves in harmony with the government’s recent measures such as, for example, the forecast of 1,700 more prison operators throughout Italy”. Roberto Cucciniello declared his non-participation in the vote because “he is against the figure of guarantors of any kind: when we establish them we at least take note of the failure of an institutional and legislative architecture which, in my opinion, already offers sufficient guarantees”. Similar considerations for Egiziano Andreani who announced his abstention. The practice was approved with 16 votes in favor and 13 abstentions.
