WHAT SOLUTIONS TO CONTINUE THE PROBLEM OF DESERTIFICATION
OF THE HISTORIC CENTER?
The investigation published in the newspaper “Il Giornale di Vicenza” describes in detail the
very serious situation that the commercial fabric in the historic center of the city is experiencing.
What was once defined as the “living room” of Vicenza is undergoing continuous desertification
shops and commercial activities that are putting the liveability of the area to the test. AND’
in fact, it is undeniable that where a shop window is “turned off”, the services become rarer and in the area comes a
missing the first factor that creates security in the feeling of the visitor, the tourist and certainly
also for those who live there.

It is precisely the citizens and traders, as we can also read from the aforementioned investigation, who complain
excessively expensive parking, inconvenience in using alternative means and a substantial fear in
frequent the streets of the historic center for problems relating to the safety of the city.

There have been extremely positive experiences of redevelopment of some areas of the centre
historic area, such as Corso Fogazzaro, which saw the opening of the restricted traffic zone during the day. Reporting a

1) What are the “recipes” that the administration intends to implement to give impetus
to the repopulation of commercial activities in the historic center
2) Whether the possibility of replicating the “Corso Fogazzaro” model in other areas has been evaluated
of the historic center. For example, considering opening Piazza Duomo to daytime parking,
with relative area open to the ZTL
3) If the possibility of using the reduction of charges as an attractive form has been evaluated
of parking or to evaluate agreements with shopkeepers to reduce or cancel costs
themselves

We collect and forward the cry for help of the traders in the historic center of Vicenza, who confirm what Idea Vicenza has been supporting for some time: the historic center of Vicenza is left to itself by the current administration, there is a lack of planning for the development of the area, with a council that at times proves hostile towards private entrepreneurship.

1) the current council has stopped the path undertaken by previous administrations aimed at bringing national events to the city. After the great exhibition which involved the Egyptian museum in Turin and came within a whisker of being recognized as the Italian capital of culture, the Possamai council decided to scale back its commitment on the topic, presenting very modest exhibitions to the citizens , with a few works on display, aimed at demonstrating that they have done their “homework”. Over the last 10 years, major exhibitions have proven to be a driving force for the tourist development of Vicenza, and giving up such an effective tool that the Rucco council had made economically sustainable even in the long term denotes little interest in the development of the center .

2) the Possamai council boasted of having promulgated the new detailed plan of the historic centre; It’s a shame that that plan had already been presented almost identically by the Rucco council and that the only real contribution of the current administration was to delay its promulgation by a year. A delay that has cost the citizens of Vicenza who live in the center dearly, who have not been able to take advantage of the possibility of placing photovoltaic panels thanks to the superbonus due to the lack of promulgation. The development of the area also passes through these key regulations, which the city had been waiting for for decades and which the Rucco administration had finally brought home.

3) the increase in the TARI, which was the highest increase that the administration could promulgate, affected not only families, but also the activities of Vicenza. How can we think of relaunching the historic center if in addition to exorbitant rents the Municipality adds a monstrous tax burden?

4) the Rucco administration had set up a strategic work for the future of the historic center, the Nuova Bertoliana, of which it had also financed the first phase of work. The Possamai administration trashed the project, which would have led to the creation of a citadel of culture in the center, with the related demographic and economic spin-off.

5) among the various construction sites blocked by the administration, we remember the construction site for the renovation of Piazzale De Gasperi, which is just waiting for the go-ahead from the administration. A year after the settlement, we still can’t see anything on the horizon, with the risk that the companies that won the contract for the works will begin to lodge appeals regarding the Municipality’s non-compliance.

6) the city, starting from the historic center, is in the hands of gangs of thieves, robbers and drug dealers. The umpteenth night-time incidents demonstrate the enormous problem of lack of security in the city. How can we expect citizens to return to the historic center if it is invaded by beggars and criminals? How can a commercial business think about opening in the historic center if there is a risk of theft almost every night?

To all this, Idea Vicenza responds with some proposals for the relaunch of the historic center:

1) reopening to traffic of a part of the ZTL on the Corso Fogazzaro model, with timed checkpoints.

2) simplification of procedures for opening new businesses in the historic centre, encouraging activities such as temporary stores and activities characterizing the area.

3) TARI relief for activities that demonstrate that they redirect their waste to qualified recycling channels, such as, for example, those for food recovery.

4) restart of the projects for the Nuova Bertoliana and continuation of the redevelopment project of the Ex Macello.

5) immediate unblocking of the Piazzale De Gasperi construction site.

6) third night shift of the local police agreed with the unions to extend coverage until at least 2 am. Restart of the police taser project, blocked on ideological grounds by the current administration.

Idea Vicenza urges the mayor to take the requests of the activities of the historic center seriously, announcing that it will carefully monitor the activity of this administration on the topic.
