The State is late with Pnrr payments. Although the recognition of up to 30% in advance of the projects and the recognition of liquidity following the reporting is foreseen, so far the administration has had to advance 40 million euros. Among the 73 projects that Padua is carrying out thanks to the Pnrr, there is also the tram and the two new lines (Sir 2 and Sir 3) for which, to date, the Municipality has liquidated 95.9 million euros, paid to businesses and expropriated citizens. Of these, only 65.8 million euros came from the State, exposing Palazzo Moroni to an advance of 30 million euros. To these must be added 10 million for the others, for which Padua expects a total of 640 million euros. Yesterday, January 25, a meeting was held in the Prefecture, in which the Region, Province and Municipality participated to highlight the problem, which the prefect Francesco Messina will bring to the government.

The liquidity that Padua has in its cash register is about to run out, and if the State does not transfer the amount due, to pay suppliers on time (which is also an objective of the Pnrr), it would have to take out a mortgage: «We have allocated one million on the occasion of the last budget change out of prudence to pay the interest on this hypothetical mortgage – explains the deputy mayor, Andrea Micalizzi – but obviously we would prefer to spend that mortgage to fix schools or roads, rather than to pay interest due to state delays. I want to thank the availability and closeness of the Prefect who immediately acted as spokesperson for the requests raised. The State Territorial Accounting Office and the Region’s officials are also very collaborative and are working positively. We ask the State for efficiency in this crucial phase of large investments which we can neither lose nor allow to bring public administrations to their knees. Padua is among the capitals that have received the most resources, because we have been good and efficient in grabbing resources that we are spending today for our city and for our citizens. We also ask the State for an efficiency effort”.

«There are mainly two effects: that the resources set aside and allocated to make up for the State’s delays take away important resources that we would like to spend on the care of the city such as the maintenance of roads, schools and buildings. This situation puts a heavy noose on us – concludes Micalizzii -. Delays in payments translate into delays in the works and in the difficulty of giving full operation to the companies that we need instead to coordinate as best as possible to make coexistence with the construction sites and working times least impactful as possible. In any case, the State’s delays have heavy repercussions on the territory.”
