THE EAGLE. Abruzzo is in second place in Italy for delays in payments to companies by the public administration: 32 days more in 2013 and 13 more in the first quarter of 2024. The worst performance goes to Chieti, third in the national ranking , with 61.85 days more than the average. Teramo occupies 23rd place with 8 days more, L’Aquila 30th place with 0.27%, less than a day.
Only Pescara, the only virtuous Abruzzo city, reverses the trend, with an advance of just over two days, 2.22%, compared to the payment deadline. Between purchases, consumption, supplies, maintenance, staff training, in 2023 the State incurred a total cost of 122 billion euros, but was unable to honor all the economic commitments made with its suppliers.
The commercial debts of our public administration amount, in fact, to around 50 billion euros. The most penalized are small businesses supplying goods and services. This is what the research office of the CGIA of Mestre says. Among the public administrations that are slow to pay their suppliers are the municipalities of the South: in 2023 the most critical situation was recorded in Naples where suppliers were paid 143 days late. Followed by Andria with 89.5 days late compared to the contractual deadline, Chieti with +61.8, Reggio Calabria with +54.8, Agrigento with +53.5 and Isernia with +53. In the Centre-North, however, almost all provincial capitals pay well in advance of the terms established by the contract.
The most virtuous situations concern Padua, Grosseto and Pordenone with an advance payment of more than 21 days. As regards the regional administrations, however, net of Molise (+145.9), Abruzzo (+32) and Basilicata (+13.66), the other administrative entities recorded more than good performances, especially in the Centre-North.
In recent years, hospital companies, particularly in the South, were also seriously late in paying. In 2023, however, the general picture has improved greatly.
Even ministries struggle to comply with the provisions of the law regarding payment times relating to commercial transactions. Last year, nine out of 15 ministries (i.e. 60% of the total) liquidated their suppliers late compared to the contractual deadlines. The Ministry of Tourism took the black mark with a delay of 39.72 days, the most virtuous was that of Agriculture. To resolve the situation, the Cgia of Mestre indicates a solution: to provide by law for dry and direct compensation between the certain liquid and collectible credits accrued by a company towards the Public Administration, and the tax and contribution debts that the same must honor at the treasury.
