“The first Renewable Energy Community of Ragusa is not starting off on the right foot: with a monthly rent of less than 3 euros each for 20 years, the Municipality of Ragusa has effectively given up 900m2 of solar roofing that it could have used to reduce its costs on electricity fees, deciding to benefit 13 families from Ragusa Ibla”.

This was declared by city councilor Peppe Calabrese, city secretary of the Democratic Party.

“Let’s be clear – he adds – we are not against the idea of ​​citizens deciding to set up a company with the aim of producing and consuming clean energy, but we have numerous doubts about how the Municipality participates in these projects.
In the case of the CER Ibla, unfortunately, we notice an imbalance between the potential of the plant that will be created and the rental cost of the surface made available by the Municipality: photovoltaic panels will be installed on that building which will produce electricity in twenty years for around 1 million euros and, in the same period, the Municipality will receive only 9 thousand euros, less than 1%.
As the Democratic Party we had proposed to adjust the fee to 10% of the proceeds obtained from the resale to the operator of the electricity produced. The administration did not want to listen to reason and chose to benefit 13 families by removing a community asset from public use.
However, two other amendments presented by us in the PD have passed – says Calabrese – which force the CER to have two guarantees, one to compensate for any damage to the roof of the gym if it occurs (for example due to leaks following installation) and the citizens’ company does not proceed with the necessary repairs and one which concerns the costs of disposing of the plant when, at the end of the lease, the CER does not have to deal with disposing of the waste as required by the contract.
Two amendments that demonstrate the commitment of the Ragusan dems in analyzing the papers, making proposals and contributing positively to the administration’s actions without preconceptions”.
“Renewable energy communities are welcome in our city – concludes the dem secretary – but we believe that the Municipality must think more and better about the ways in which it intends to proceed to support them, privileging, in our opinion, those CERs that will be created to help families in difficulty”.
