This was reported by opposition councilor Massimiliano Bernardi who explains: “In the municipality the internet was not working again this morning and the new Sicra Evo system on iCloud, project of the Ecological and Digital Transition, instead of speeding up the work, slows it down significantly. On Wednesday for example at 13 everything stopped and the system started working again at 5pm. Furthermore, not even the telephones connected to the internet and obviously the emails work, although the common opinion that blames the slowness of the public administration on municipal employees is still widespread , in reality they are the ones who firmly believe in the use of new technologies, despite the many problems they encounter. Based on my experience as an administrator I can say that the employee is just a victim of the system, a human being who has entered the world of public work with great expectations, had to choose to succumb, but not without feeling unwell. There was certainly a strong interest, also from a ecological and digital transition, in participating in the tender for Measure 1.2 Cloud enablement for local public administrations. In fact, the government decided to allocate 6.14 billion funds from the National Restart and Resilience Plan PNRR for the digitalisation of public administration. A sum of approximately 416,760 thousand euros that councilor Lorenzini, who has the delegation to the PNRR, had allocated to the migration to the cloud and data interoperability, a project that is not known whether it has been implemented. It is not certain, however, that despite this, everything is better with desktop PCs, also because a good part of the hardware present in offices is not exactly in step with the times, not to mention thrown away. To accompany the migration of public administration to the cloud, a support and incentive program was envisaged to transfer databases and applications, particularly aimed at local administrations. Administrations could choose from a predefined list of certified providers according to adequacy criteria, with respect to both safety and protection requirements and performance standards. Support for the administrations that had joined the transformation program was implemented with complete “packages” that included technical skills and financial resources. But if the situation gets worse instead of improving, I ask the Mayor Arrighi, who is an expert in the sector given that her company, BNOVA, uses digitalisation as innovation and competitiveness: she did not realize that, as has been reported, since the new system paid with PNRR funds was activated , are employees no longer able to manage their work because the system is slow and continuous suspensions occur during working hours? If the financed project had been implemented, how many services had been foreseen for the migration? Did the implementation of this intervention involve the transfer of procedures and data within a certified cloud? How come it doesn’t work? I hope that this situation will be resolved as soon as possible both for the well-being of the workers but also to make the municipal machine more efficient.”
