De Luca: “Differentiated autonomy, Campania led the battle”

“We were alone on February 16th in Rome fighting against differentiated autonomy, the political forces were distracted, as were some trade unions – says Vincenzo De Luca during the usual Facebook live broadcast – I have now also seen with satisfaction the stance taken of some regional presidents. I think of Roberto Occhiuto and Bardi, the battle must continue. But in this battle there is an absence of reference to the issue of the still blocked development and cohesion funds”.

For De Luca the battle must also be against “the centralism of the ministerial bureaucracy. We are not for differentiated autonomy but we are for “zero bureaucracy”.

Some proposals for President De Luca are essential to maintain the unity of Italy, starting with the one that “prohibits all Regions from making regional supplementary contracts for healthcare and school. This way we could also avoid referendums and appeals to the Constitutional Court. The battle must be fought on two fronts. Another amendment must concern this: all regions must have the same amount of resources for healthcare in relation to the population, as well as the number of employees”.

De Luca says: “We must build barricades against this Autonomy”.

“Campania asks for more powers on some matters against the Roman bureaucratic swamp – explains the governor – even on cohesion funds there are ministers who want to decide for us. Campania has asked for more powers on some issues: environmental opinions, Via e Via verification on works of regional importance; energy and wind power plants; landscape plans; building and urban transformation in non-restricted areas; production settlements and SEZs: approval of silent consent regarding landscape protection us four years ago, and I add another: non-exclusive competence with the European Union over European funds”.

Bagnoli

“The Bagnoli plan as it stands is an offense to Naples. The cohesion development funds as they are blocked are against Naples, I defend Naples, I defend Vomero, Piazza Garibaldi, the subway. There is demagogy from those who say ” I defend Naples”, enough demagogy, I’m defending Naples. I know they are about to put a crane in Bagnoli and do demagogy, the national government hasn’t put a euro on Bagnoli. Enough with the appearances of ministers and prime ministers.” Tension with the mayor of Naples is very high.

“No one called me, they made a deal overnight with our funds, crazy things” adds De Luca. “I hope that the cohesion agreement with the Campania Region will be signed by 28 June”.
