The performance of the over 1100 municipal employees of Rimini is very high (74.8% of staff exceeded the 90/100 mark) but there is something new that concerns managers and compliance with certain deadlines and regulatory obligations. The first concerns the payment times of commercial invoices within 30 days: if these deadlines, which are a general objective in which all managers participate, are not respected, a penalty will be triggered on the performance pay for all managerswith a 30% reduction in the total annual quota allocated.

Another strategic objective is the digital transition and technological innovation. In case of violations of the obligations of the relevant legislation ascertained by the Agency for Digital Italy (AgID) or by other designated bodies, the manager responsible for the non-compliance will have a score consistent with the extent of the violation and a reduction in performance pay of between 5 and 30 percent for the year in which the assessment was notified.

The news emerged during the presentation of the performance report, approved by the municipal council. The report highlights the organisation’s ability to intercept opportunities deriving from PNRR financing (107 million as of 31 December 2023), as well as other types of European financing. The evaluation of employees, based on the achievement of the assigned objectives, is expected to be an average of 96 points compared to a maximum score of 100.

“The Municipality of Rimini makes two legislative changes its own by including them in the evaluation of the managers’ performances, with the aim of giving further stimulus to the pursuit of two objectives which are part of the backbone of our mandate: the maintenance of commitments towards creditor companies and the organisation’s push for digital innovation – comments the mayor Jamil Sadegholvaad – With respect to the payment of invoices, Rimini has been virtuous for years, paying off its receivables in advance of the due date: a timeliness which, in addition to attesting to the financial solidity of the institution in the face of the important amount of investments and projects in which is committed, it also represents a response to the businesses, many of them in the area, which are involved in works and services for the city. Equally important is digitalisation, in which we are investing with a view to providing faster, more efficient and diversified services”.
