CAMPOBASSO – Differentiated autonomy, the Government provision which affects the new management structure within the Regions which then became law has opened a wide mobilization among the local partnership.

The Flc Cgil Abruzzo Molise has no doubts in considering yesterday’s voting day in Parliament a bad day for Italian schools and does not hesitate to announce that it will work to cancel it.

“Today is a bad day for Italian schools and for public institutions of knowledge – underlines the Flc Cgil-Abruzzo Molise. With differentiated autonomy a secessionist plan is created which makes waste of the social and territorial cohesion which are the basis of our Republic.

Until now the State had exclusive competence over the school system, from tomorrow the general rules on education can be completely devolved to the Regions on the basis of agreements. An autonomy a la cartewhere everyone chooses what to take.

All this will happen without resources, penalizing not only the southern regions but also the internal areas and the periphery. Ours will become a country with 20 speeds in education, with the increase in territorial inequalities even within the same Region.

The DDL provides functions, among the general rules, which have no cost and which can be transferred to the Regions regardless of the Lep: the redefinition of the curricula in the different school levels; the revision of the class formation criteria; the review of criteria and parameters for the overall determination of the workforce; up to the timetables and structuring of the school year, the training and recruitment of teachers, school autonomy and collegial bodies.

An unacceptable balkanization of rights and irreparable damage especially for students, because stripping the central state of these fundamental competences is in contrast with articles 33 and 34 of the Constitution on the universality of rights and respect for freedoms, including freedom of teaching.

There are Regions that intend to reach the stipulation of regional collective agreements, with a re-edition of the wage cages and a retreat on the side of workers’ rights, with the aim of a progressive privatization of the public education system, similarly to what is happening in the sanitary system. All this also applies to scientific research and therefore to Universities and Research where the competence of the Regions from competing becomes exclusive with imponderable effects on public Universities and Research Institutions.

We believe that differentiated autonomy could worsen the education system both in Abruzzo and in Molise, as we have reiterated with the many initiatives we have implemented in recent months, for example the Camper dei Diritti, with which we have toured our regions by speaking with thousands of people, convinced that knowledge unites the country. Many workers, students and pensioners have shown us their support and aversion to this wicked reform, which is why we will not stop. We believe that there are values ​​and rights at stake that cannot be sold off and we will therefore use all democratic tools to erase this disgrace.”
