Set up by the then president Zeno D’Agostino, the Port System Authority of the eastern Adriatic Sea, now led by Vittorio Torbianelli in the role of general secretary, launched a dual-object tender concerning the Port Community System of the port, called Sinfomar and developed by the institution in recent years.
In the tender documentation, the ADSP specifies that it is the owner and that it considers the platform “critical for the functioning of the port, both in carrying out the operational phases and those linked to controls and obligations”. However, the organization “currently does not have sufficient staff, in number and in terms of capacity skills owned, to be able to manage this platform independently”. We also note “the ever-increasing complexity of IT developments, also linked to the need to extend the functionality of Sinfomar to the Monfalcone airport”.
Hence the intention to create a company, “Pcs Newco Srl, holder of the concession for the implementation, management and maintenance service of the Port Community System platform for the execution of support services for customs operations and security activities and for the ‘automation of port logistics processes; the contract concerns the evolutionary assistance and maintenance service of Sinfomar which will have to be carried out by the joint company to be formed”.
The ADSP wants to maintain 51% of the quotas and the tender amount is 6 million euros, calculated on the hourly commitment of the 12 resources deemed at least necessary for the 3+3 years of the envisaged contract. However, the institution has reserved the possibility of requesting the successful tenderer during the contract to develop further modules, valued at 6 million euros, to which could be added the annual extension and, in the event of increasing variations, the mandatory fifth , for an estimated global value of 14.2 million euros.
Today there are approximately 1,700 PSC users, for 280 companies. “The number of daily accesses, around a thousand in the first years of activity characterized mainly by the management of maritime traffic, has settled at around 1,700 since 2017, with the inclusion of the railway modules. In the very last period this number has almost doubled due to the activation of the ‘customs advance notice of arrival’ procedures, which involved a significant number of transport-related operators”.
