Giuseppe Costanzo, Provincial General Secretary of FIALS, declares: “Announcing improvements and recognizing that the performance evaluation system has been stagnant for about a decade, when it needed to be revised by 31 January 2024 and included in the company PIAO, undermines confidence in the ability of the ‘ASP to effectively manage human resources and improve services. The current system is obsolete and inadequate.”

“The ASP of Potenza continues to be the ‘last’ in Basilicata for the payment of productivity. Other regional health companies have already paid their 2022 entitlements in 2023, while the workers of the ASP of Potenza are still waiting”, says Costanzo. “The ASP’s response on the late payment is justified, but it does nothing but highlight the confusion affecting the entire system. FIALS requests immediate confirmation on the timing of payments and compliance with the commitment made not to go beyond July 2024. The employees of the ASP of Potenza are not second-class workers”.

Costanzo raises a scathing criticism of the ASP of Potenza, which does not have clear terms of the bargaining. “The ASP blamed FIALS for the lack of a proposal platform, demonstrating a serious gap in knowledge of the contractual rules,” states Costanzo. “In fact, performance evaluation is clearly defined as a matter for union discussion, a process that is triggered only after the body has formulated and transmitted its own proposal. It is ridiculous to expect FIALS to propose platforms and thus replace the company.”

“The procedure provides that, once the proposal has been received from the ASP, trade union entities, such as FIALS, have the right to request a meeting within 5 working days to discuss it. The ASP is required to organize a meeting within the next 10 working days,” continues Costanzo. “The lack of initiative by the ASP of Potenza in following this procedure not only highlights a significant non-compliance, but also a lack of competence in contractual matters and in union relations, further complicating the dialogue between the parties and the resolution of outstanding issues .”

With regard to function positions, the union raises further concerns regarding the failure to apply the National Collective Labor Agreement for Healthcare, defining the selection of holders of function positions as a transposition. Costanzo declares: “FIALS did not agree with this procedure, having not signed the agreement. This is a further example of the disorganization and lack of correct procedures on the part of the ASP of Potenza.”

In conclusion, Costanzo states: “This behavior of the ASP of Potenza, contrary to the regulations and good management practices of the Public Administration, denotes a serious deficit in the ability to address and resolve problems in an effective and timely manner, further worsening the climate of mistrust between workers and management. FIALS reserves the right to evaluate every action to protect the provisions of the regulations, involving the control and inspection bodies of the Basilicata Region, if there is no concrete action by the General Management of the ASP of Potenza with the implementation of the performance cycle in compliance with current regulations.”
