Hearings session this morning in the Budget and Planning Commission of the Puglia Region, where the state of the art of the documents for the optimization and rationalization of the pharmaceutical warehouses and the works for the construction of new hospitals and specialist health centres.
Optimization of pharmaceutical warehouses
On the optimization and rationalization of pharmaceutical warehouses with the aim of significant cost savings, AReSS and the Health Department were called to a hearing.
The medical director intervened on behalf of AreSS Ettore Attoliniwho specified that the information he has available to date is the result of a telephone conversation he had with the former general director of AReSS Giovanni Gorgoni in recent days who suggested the documents to examine which actually stop chronologically at the 2021 resolution and that all the documents drawn up contain and clearly describe the savings, but do not refer to an overall cost of the project.
Another element available to AReSS is that in the meantime there has been an exchange with the director of the Health Department and which concerns the self-nomination proposal by the Poste Italiane Group which, having become aware of the existence of this project, he somehow offered to carry on the project itself, but without being able to obtain any news.
The director of the Health Department also spoke on the matter Vito Montanaro, highlighting that resolution 115 of 2021 adopted by Ares was brought to their attention over a year later during a meeting in which the content of the project was explained to the Department. On that occasion the Department highlighted a series of suggestions which had the aim of integrating the project itself, even if no further action was taken after it became known about the regional project of Poste Italiane which was acquired by Plurima, which is a subject that deals with pharmaceutical logistics activities, and which in detail had begun a process of presenting a public-private project. Subsequently, a meeting was held with Poste Plurima which was given a series of indications on how to construct the forms for the collection of documents and all the qualitative and quantitative information was collected not only on drugs but also on medical devices and aids. We are now waiting for a response from Poste Plurima also to demonstrate that they understood what the Region’s objective was.
Since last February, Poste Plurima should have presented a typical project for PPPs of public-private projects within which the theoretically contracting authority should have assessed the real economic-financial scope and the real benefit that can be drawn from a project of this type.
Furthermore, Montanaro specified that there are actually three components that are part of the project: the structural component, the technological component and the organizational component. With reference to the first, since it would have a significant impact on the cost, it was suggested by the Department to imagine that the purchase could benefit from resources deriving from an FSC form which was presented together with the complete FSC plan, and which is worth 80 million euros useful for the the purchase and construction of three warehouses as envisaged in the original project, in which one was imagined in Bari, one in Foggia and the other for the Brindisi-Lecce area. Three sites therefore on which to build or acquire one of the properties, especially close to the airports, to have the possibility of a faster exchange of goods arriving and also departing.
New Maglie-Melpignano Hospital
The manager of the Environmental Authorizations Section spoke Giuseppe Angeliniwho communicated that on May 23rd the EIA Commission issued the positive opinion and by the end of June a single coordinated provision for exclusion from the environmental impact assessment will be issued, not without some importance taking into account the state of progress of the project, including solutions to existing interferences.
The RUP of the Lecce Local Health Authority Daniele Prete noted that the financing needs to be defined and integrated, but in the meantime it was decided to continue using the 5% available resources.
Regarding the design, a pro veritate opinion was asked from a lawyer, in order to verify the possibility of proceeding with a project review for a possible saving compared to the amount of 416 million euros, which however has not yet been provided.
The interference with the new route of state road 275 for access to the hospital still remains, on whose conventional proposal agreed with Anas, the latter has not yet expressed its opinion.
Montanaro spoke on the topic, highlighting that it is appropriate to acquire an updated report from the ASL LE in light of the different paths that are being followed, one independent of the other but each interconnected with the other. This is more appropriate than ever due to the need to acquire all possible reassurances, consulting Anas, regarding the viability and accessibility of the structure, which as highlighted several times is part of the strategic planning of the regional council and we will have to proceed because the strategy remains unchanged . We must therefore acquire the certainty that we can continue in the belief that there are sufficient financial resources and have the certainty that from a logistical point of view, the location in that territory can be part of the continuation of the project. In this regard, Anas and the designers will be called to next Monday’s session.
New Hospital of Taranto
Regarding the state of the works for the construction of the new hospital in Taranto, the RUP of the ASL TA intervened Paolo Moschettini and the heritage manager of the ASL TA Lorenzo Russowho said that there are 250 workers and 30 technicians present on the construction site for the execution of the finishing works, while the 94% of the work progress. The completion of the works has been confirmed December 31, 2024.
