Mental health, Emilia-Romagna allocates 40 million for the 2024 plan

Patients of mental health centers, children and adults with autism spectrum disorders, people with intellectual disabilities or with eating or learning disorders. They are the most fragile subjects for whom the Emilia-Romagna Region has allocated 40 million euros, to support the 2024 mental health implementation plan. The resources are divided among the healthcare companies, across seven areas of intervention.

The Emilia-Romagna Region has allocated 40 million euros to support the 2024 mental health implementation plan.


The various actions are based on the concept of ‘health budget‘, i.e. on a personalized therapeutic approach for each patient, with flexibility and integration of health and social services.

The objective is to limit hospitalizations in healthcare facilities as much as possible, through the strengthening of home interventions.

The 40 million allocated overall are divided as follows:

  • 3,192,564 euros go to the Piacenza Local Health Authority
  • in Parma 5,888,310 euros
  • in Reggio Emilia 5,026,392 euros
  • in Modena 4,358,867 euros
  • in Bologna 7,032,090 euros
  • in Imola 3,294,364 euros
  • in Ferrara 4,453,864 euros
  • to the ASL Romagna 6,753,549 euros

In detail, the largest part of the plan (33.7 million) is intended for ‘Fund for possible autonomy‘, i.e. low intensity socio-health care interventions for patients of mental health centres, including people sent by judicial authorities or discharged from former psychiatric hospitals and Rems.

Another 820,000 euros are allocated to the assistance of young people between 12 and 25 years old with eating disorders and 400,000 euros are allocated to the ‘Psychotic Beginnings’ programme. The learning disabilities program is financed with 565,000 euros, while 4.2 million are reserved for the autism program. Finally, 280,000 euros are for the care of children and young people with intellectual disabilities.

Investing in mental health and support for vulnerable people is an essential priority for our Region – states the regional health councilor, Raffaele Donini – we confirm our commitment with an investment of 40 million euros which will allow us to guarantee early diagnoses, personalized care and continuous, integrated assistance.

According to Donini, it is essential to put the patient at the center by offering treatment paths that respect individual dignity and needs. Only in this way can we build a more inclusive and supportive society, in which no one is left behind.

In recent years, adds the councillor, we have achieved important results thanks to the collaboration of clinicians, patients and family associations. It is in this direction that we will continue to act in the field of possible autonomy, programs for nutrition and eating disorders, in early psychosis, learning disorders, childhood and adult autism and intellectual disabilities.
