The meetings held by the councilor for ecological transition, environment and greenery of the municipality of Brescia ended on Thursday 13 June 2024 Camilla Bianchi. The themes at the center were those linked to the theme of composting and the new home service for collecting greenery and grass clippings.

The word was also given to the citizens: in particular the citizens highlighted a potential risk with respect to the opening hours and the capacity for green waste collection: for this very reason, together with Aprica, it was chosen to implement both the opening hours and the receptive capacity of greenery.

Specifically, the new home service, which is an integral part of encouraging the practice of composting, was also introduced to achieve the objectives included in the Regional Waste Plan approved in 2022, which prescribes the need to achieve 83.3% of separate waste collection by 2027 (today Brescia is at 67.7%), to drop to 84.7 kilos of non-recyclable waste produced per capita per year (today Brescia is at 163.2 kg), and to reach the net recycling quota of 67.8 % (today Brescia is at 55%). Objectives which, to be achieved in the short time required, require no longer deferrable choices in which to involve citizens.

What emerges is the fact that 20% of the tons of urban waste produced is made up of the organic fraction (organic and clippings). The practice of composting can significantly reduce this fraction, for this reason it has been decided that the home composting kit will be given free of charge to all those who request it, not just to those who sign up for the home green service. The composters will be distributed on loan for free use starting from September, and at the same time free accompanying courses will be launched to learn more about and encourage this practice, as well as the launch of educational workshops in schools to involve younger people.

Furthermore, by 2024 the Regulation of the Register of Composters will be created to which citizens who use the composter will be able to register starting from January 2025 (both those who have already been using this practice for some time and those who will join in this phase). Compared to this, a reduction in the Tari is being studied for those who are registered in the Register of composters and who will self-certify their production. This will also allow us to contribute to the percentage of separate waste collection.

The new green waste collection service

A notable number given that over 5,700 citizens of Brescia have already registered for the home green and waste disposal service, out of a total of approximately 15,000 potential users of the service (assumed to be among those who own a garden). .

Another novelty in addition to the free composting kit for all and the establishment of a register of composters is the further extension of the opening hours of the city’s ecological islands: from now on they will all be accessible continuously from Monday to Saturday from 9am to 7pm (Via Metastasio, Via Codignole, Via Gatti, Via Giotto), on Sunday from 9am to 1pm, on Via Chiappa non-stop from Monday to Saturday from 8am to 6pm.

Furthermore, it was the capacity to collect greenery in the ecological islands has been enhancedso as to be able to easily manage the increased disposal, with a second 20 m3 container in via Metastasio, the replacement of the 10 m3 container with a 20 m3 container in via Giotto and via Gatti, the addition of 3 green service units of 6 m3 in addition to the 6 already present in via Codignole.

Free service until September 30th

Together with Aprica, the Municipality then decided to remodulate the service, making it completely free until September 30th. From 1 October to 30 November 2024, the date of suspension of the service, participating citizens will still be entitled to three free emptyings. Next to the waste bin, it will also be possible to place the branches in bundles (up to a maximum of 6 per day), booking their display on the toll-free number 800.437678. Despite the possibility of displaying the container for free without limitations until October, the Municipality and Aprica strongly invite citizens to display it only when full, both to make the service cheaper (which is free for the citizen but expensive for the Municipality), and to make this second testing phase of the service as truthful as possible (after the first which only involved the Blue Zone). The service, it should be remembered, has already been tested in the Blue Zone starting from 2021 with excellent results: the provision of 1-2 containers with the possibility of weekly display, on the same day of collection as the other fractions, was absolutely adequate and in able to ensure high quality green harvesting.

For citizens it will also be possible to directly check the number of exposures carried out during the year, with the date and time of emptying and the relevant container code, by accessing the dedicated online desk.

Finally, the latest news concerns only residents in the SIN Caffaro area: for them the service will always be completely free. If the inhabitants of SIN Caffaro make use of external gardeners, they will be able to dispose of the clippings free of charge in the plant in via Chiappa in Buffalora, subject to accreditation with the Environmental Protection Offices (with a specific procedure), by presenting themselves with the citizen’s TARI card which will be previously accredited by APRICA.

A second discussion with citizens is expected in February 2025 in light of the results achieved after this second phase of testing.
