The results of the competitive dialogue tender procedure have been announced pursuant to art. 74 Legislative Decree 36/2023 for the identification of a highly qualified person to be entrusted with the integrated management of the “Beverello” passenger terminal through the award of a ministerial concession pursuant to art. 36 cod. nav. concerning the building of the new passenger terminal, connected external areas and quay areas located in the Beverello area of ​​the port of Naples. Award under termination condition to the economic operator Campania Regionale Marittima – Caremar SpA, agent in the formation of a grouping with SNAV SpA; Free navigation of the Gulf Srl; Alilauro SpAThe group offered a 20% increase on the fee of €260,000.00 based on the tender, as well as a percentage of 50% on the advertising turnover collected to be attributed to the ADSP and a percentage of 40% on the turnover of other commercial activities to be attributed to the Adsp. The checks on the requirements are partly still underway and it seems that the announced reopening of the terminal is far from arriving by the summer. In fact it could go much further. Everything now depends on the dealers who do not seem willing to speed up to prepare the systems and services they are responsible for (these would be new expenses that we want to avoid). Even if less than a month ago the Minister for Infrastructure Matteo Salvini with the Campania Government Vincenzo De Luca and the Mayor of Naples was escorted on an official visit to the building. The tender procedure was tested according to the following evaluation criteria and scores: Technical offer 70 points max, Economic offer 30 points max, total 100 points. From the three public telematic sessions, all participating competitors were admitted to the second phase of the procedure. From the investigation carried out it can be seen that within the deadline for the submission of offers by the competitors, n. 2 offers from the following economic operators: Campania Regionale Marittima – Caremar SpA, agent in forming Grouping with: SNAV SpA; Free navigation of the Gulf Srl; Alilauro SpACompagnia Marittima Meridionale Srl, agent of the established Grouping with: Terminal Traghetti Napoli Srl; De Luca EC Impresa Marittima Srl.Only with note 16209 dated 5/6/24 did the Selection Committee formally transmit the report of the activities carried out (while everyone had already known the name of the successful tenderers for weeks) in the following sessions: reserved installation session of 20/05/2024; virtual public session of 05/20/2024; reserved session for the evaluation of technical offers on 05/21/2024; virtual public session to identify the best offer on 05/21/2024. It is all written down in the documents. The activities in any case concluded with the award proposal in favor of the Establishing grouping of Campania Regionale Marittima SpA companies (agent ) and the companies SNAV SpA, Navigazione libera del Golfo Srl, Alilauro SpA (principals) which presented the best offer having achieved the highest score of 75.90/100.00 of which 45.90 points for the technical offer, 30.00 points for the economic offer, having offered a 20% increase on the fee of €260,000.00 based on the tender, in addition to a percentage of 50% of the advertising turnover collected to be attributed to the Adsp and a percentage of the 40% of the turnover of other commercial activities to be attributed to the Adsp. As Annunziata writes: « the ritual checks preparatory to the award have been started aimed at verifying the possession of the general requirements, self-certified by the members of the aforementioned Group during the tender, for some of which the outcome is still awaited; the same checks, however, must be repeated at the time of issuing the subsequent state concession deed to which the tender procedure is based”.On 31 May 24 the RTI sent the documentation relating to the proof of the economic and financial capacity requirements, deemed suitable by the Piazzale Pisacane institution (protocol note 15745). Thus the Manager Leardi, in accordance with the investigation carried out by the Secretary General Arch. Giuseppe Grimaldi, approves the results of the work of the commission which met in sessions mixed between public and private, awarding the tender procedure referred to in the RTI constituting itself composed of Campania Regionale Marittima. Thus the third phase of the procedure as well as the entire selection procedure. Given the pre-eminent public interest underlying the opening of the passenger terminal in time to accommodate the flows of the upcoming summer season, it is highlighted in the documents that: the award is subject to the resolutive condition of the positive outcome of the verification checks law already initiated on the tender and award requirements where missing, without prejudice to the responsibility of the Manager Dario Leardi (RUP) to communicate the definitive outcome of the ongoing verification to the offices concerned for the consequential obligations. « the Technical Office and the RUP of the intervention, arch. Biagina Di Benedetto, will have to activate every action necessary for the urgent delivery of all the works referred to in Phase A of the “Redevelopment of the monumental area of ​​the port of Naples – Passenger Terminal at Calata Beverello” intervention by the economic operator who he accomplished the same– Annunziata and Grimaldi also underline –the Naples State Property Administration and Port Labor Office will have to activate all necessary actions aimed at urgently issuing the state concession pursuant to art. 36 et seq. of the Navigation Code, or provisional authorization, for the integrated management of the “Beverello” passenger terminal”.
