Terni-Narni industrial crisis, renewed agreement: logistics plate only in 2027

The state of crisis in the industrial fabric of the Terni-Narni area remains. This was noted by the institutions that renewed the investment agreement until 2027. Substantially an extension of the objectives and guidelines of the industrial reconversion and redevelopment project already included in the Program Agreement of 30 March 2018.

Area of ​​complex industrial crisis Over time, notices have been published in favor of local businesses for the selection of entrepreneurial initiatives with certain characteristics, particularly those in the chemical, steel and agri-food industries. Against 18 applications submitted, for 124.31 million euros of proposed investments and 78.21 million euros of requested benefits, as of March 2024 there were a total of: n. 5 applications admitted to the benefits (equal to 21.21 million euros of benefits granted, of which 0.85 million granted with reservation; 2 applications lapsed after admission to the benefits; 3 applications not admitted; one application not admitted to the ranking because not examinable; 4 applications under investigation and 3 in the ranking with evaluation suspended due to lack of resources.

Terni-Narni Today there are new possible investment lines on the table. From the Pnrr to the Development and Cohesion Fund and so on. On the basis of the new financial allocations, interventions such as the Terni Staino-Pentima link road, as well as those intended for the redevelopment of the scientific-educational center of
Pentima in Terni, for which a total cost of 17,000,000 euros is expected. The regional program to strengthen the infrastructure system also includes both interventions to improve the road network and interventions to improve railway connections; the list also includes the improvement of the Staino – Pentima – via Breda – Terni – Rieti San Carlo variant link, which includes the construction of the Terni – Staino Prisciano link; the link road connecting the Ast plant to the Terni-Rieti road. As for the logistics plate, based on the agreement signed with RFI in 2022, completion is expected no earlier than the second quarter of 2027.

Businesses The regional plan included incentives for innovative production projects to be allocated to SMEs in the areas of the crisis area, for 6.2 million euros; interventions to strengthen innovation chains and support research and development projects, in particular for the relaunch of the Terni chemical hub, for 15 million euros; as well as support for businesses for investments aimed at reducing energy consumption through the self-production of energy from renewable sources for 2.5 million euros. On the employment front, the Gol Program of the Umbria Region (Guarantee and employability of workers) is proposed as a useful tool for achieving the objectives of the Program Agreement and of the reconversion and requalification project for the complex industrial crisis area of ​​Terni-Narni of 2018, together with interventions in favor of employed and unemployed people within the crisis area. Four ministries, the Umbria Region and the two main municipalities have signed up to the scheme of the renewed agreement, although as is known there are different ones in the province involved.
