The bill regarding the “Marche Civil Protection System” was approved by the Regional Council. An act made necessary by the observation that the current regional law on the subject, in force for over 22 years, was no longer adequate for current times and needed a review. Highlighting the need to proceed with a revision of the previous legislation is the regional councilor for Civil Protection who, together with the competent structure, has carried forward the legislative process, unfortunately slowed down due to the pandemic emergency first and the flood events of 15-16 September 2022. However, the update process was resumed in 2023 and, after a joint and fruitful discussion with the Prefectures, ANCI and UPI Marche, a first working draft was improved. Since 2018, with the entry into force of the Civil Protection Code, numerous innovations have been introduced and some activities confirmed. Among the main innovations are the attribution of territorial authority of Civil Protection to the presidents of the Region, together with the President of the Council of Ministers and the mayors, and the strengthening of the polycentric system between the State, Regions and Municipalities. Furthermore, provisions have been introduced regarding the declaration of the state of mobilization at the regional level, as well as the improvement of the preparation and training of operators and administrators. Much satisfaction was expressed by the Civil Protection councilor since the act represents a significant step towards a more modern, efficient and citizen-friendly system. The new law will allow operational strategies to be better oriented and to guarantee an effective response to emergencies, as well as promoting awareness and safety in the area among citizens. The new law aims to guide future operational strategies to effectively respond to the need for a renewed “system” and coordinate the activities of local authorities. Furthermore, it aims to optimize the operational response, increase awareness of safety issues and promote paths aimed at increasing the resilience of the Marche community. The proposal, after its approval, will be sent to the Council, Legislative Assembly of the Marche, to start consultations.
