Retirement homes in Veneto and Polesine

ROVIGO – The information meeting entitled “Retirement homes in Veneto and Polesine”organized by Spi Cgil Rovigo, Fnp Cisl Rovigo and Uilp Rovigo.

The conference, opened by Luciano Milanprovincial general secretary of Spi Cgil Rovigo, was marked by the interventions of Gino Ferraresso of Spi Cgil Veneto, Marino Favaretto of Fnp Cisl Veneto e Lorenza Cervellin of Uilp Veneto, all moderated by Claudio Marangoni, coordinator of Uilp Rovigo. The closure was instead held by Giulio Fortuniprovincial general secretary of Fnp Cisl.

During the meeting, issues at the center of the battles carried out by the unions for several years throughout the regional territory were discussed: the non-self-sufficiency and inadequacy of local public health in managing the aging population. This demographic phenomenon has in fact led to an ever-increasing spread of chronic pathologies within the regional population in recent years; in particular, from 2015 to 2022 there was a significant increase in individuals suffering from senile dementia. The data that emerged indicates a presence of beds dedicated to non-self-sufficient patients that is not adequate for the real need, furthermore the availability of such beds in regional healthcare facilities is not distributed evenly across the territory. This problem is also aggravated by shortage of general practitionersa real plague that arises from incorrect national and regional planning of scholarships financed by the national health fund.

The three trade unions also complain about an excessively small allocation of resources intended for the implementation of the enabling law on non-self-sufficiency (law n.33 of 23 March 2023), recently approved by the Council of Ministers, which will therefore only be able to cover a minimum audience of non-self-sufficient people.

The three Polesine unions propose to intervene on the problem by relaunching the role of IPAB, transforming public residential facilities for the elderly into Service Centers organically inserted within the chain of social-health and social-welfare services at a territorial levelalso planning within them systems of residential services dedicated to the elderly suffering from dementia syndromes and verifying the current situation of the waiting lists for access to the Service Centres, making any necessary changes to the calculation of the requirement for residential places and semi-residential according to real estimates.
