A “Taranto package” in the Agriculture and businesses of strategic interest decree

In order to protect the interests of local businesses and the rights of citizens and workers of Taranto, sen. Mario Turco, vice-president of the 5 Star Movement, as well as coordinator of the Economy, Work and Business committee, has filed an amendment to the Companies of Strategic Interest Decree regarding the topics: former Ilva, mussel farming and reclamation consortia.

EX ILVA
As regards former Ilva, Turco requests parliamentary verification on the correct use of the resources of the so-called designated heritage in relation to the purposes for which it was conceived: the implementation of the environmental and health protection and reclamation plan for the Taranto area. This is currently impossible for several expenditure items. Afterwards, it is proposed to delete the article which gives the extraordinary commissioners the possibility of subtracting a further 150 million euros from reclamation and health protection to ensure the production continuity of the former Ilva factories without any prospect of rehabilitation and reconversion.
The MP from Taranto also requests the presentation by Invitalia of an annual report concerning the economic and financial situation of the company; the complete repeal of the so-called “criminal shield”, the establishment of an Urban Free Zone in the territories falling within the SIN of Taranto which provides a series of benefits in favor of micro, small and medium-sized enterprises active in the manufacturing sector, which undertake a new economic initiative within the free zone and the establishment of various funds: a fund intended to finance redundancy incentives for former Ilva and Acciaierie d’Italia employees who are on redundancy pay; a fund to support the related businesses of the Ilva company; a fund to support the workers of these related companies; the decrease in resources in favor of Ilva’s production continuity using the resources of the assets destined for decarbonisation, with the simultaneous creation of a fund to support green hydrogen and Ilva’s decarbonisation using FSC resources; the decrease in resources in favor of Ilva’s production continuity using the resources of the assets destined for decarbonisation, with the simultaneous creation of a fund of 10 million euros for the year 2024 intended to guarantee the highest level of safety and protection of the environment in the decommissioning and dismantling of disused plants, also with reference to the disposal of dangerous substances and special materials; a fund of 200 million euros for 2024 intended to finance interventions aimed at reclamation, environmentalisation and redevelopment, as well as to define common strategies useful for the compatible and sustainable development of the territory.
Among other requests, the authorization of an expenditure of 20 million euros for each of the years 2024 and 2025 in order to complete the redevelopment of the former Yard Belleli, as well as the same sum for the same years to be made available to the Puglia Region to be allocated to strengthening prevention and assistance in the onco-hematology sector in the province of Taranto. Furthermore, we want to expel from the Decree the concept according to which if there is no serious and imminent danger, any deficiencies highlighted by the regional technical committee in the plant can be remedied in 48 months: the severity of a danger does not depend on imminence. Still on the subject of safety, it is stated that the deadline for the definitive transmission of the safety report must go from 48 to 6 months, linking this sending to the removal of the causes that led the CTR to report deficiencies in the matter. But a ban on the operation of the plant is also introduced in the event that irregularities are detected during the inspection to verify compliance with the fire prevention requirements and in the event that the manager adopts insufficient measures to prevent and limit the consequences of major accidents. . Furthermore, the need for stringent deadlines for the definition of internal and external emergency plans is underlined.
On environmental matters, Turco renews the request to adapt the limits of pollutants to those set out in the “WHO global air quality guidelines” of the World Health Organization (WHO) of 22 September 2021 and a capillary control of the concentration of benzene outside the perimeter of the factory. Finally, the desire to introduce the Viias (Integrated Environmental and Health Impact Assessment) is renewed as a non-deferrable condition for the release of the Hague.
In particular, the most innovative proposal lies in the signing of a program agreement with the following purposes: adoption of extraordinary interventions for environmental and health protection and protection; management and implementation of reclamation interventions; safeguarding employment levels and related professional training and retraining; eco-sustainable industrial diversification of the entire territorial area; encourage new economic-productive settlements; create investment and industrial reconversion programs for related businesses; economic, social and cultural reconversion of the entire province of Taranto; definition of directions for the urban redevelopment of the city of Taranto; improve and strengthen physical infrastructure and establish research centers, universities and business incubators.

RECLAMATION CONSORTIA
On the reclamation consortia, in this case, we want to proceed with the suspension of payments of the reclamation contributions requested from users by the Single Consortium which took over without interruption in the exercise of the consortium functions of the suppressed Land Reclamation Consortia Commissariats of the Puglia Region with effect from 1 January 2024, as well as the cancellation of payment requests relating to the years from 2018 to 2023, therefore before the operation of the Single Consortium, made to users by the land reclamation consortia commissioned by the Puglia Region.

MUSSEL CULTURE
On the subject of mussel farming, however, the sen. Turco requests that the allocation of the sums of the Fund for the development and support of the agricultural, fishing and aquaculture supply chains be extended to the sector too, as detailed in paragraph 5 of article 1 of the legislative decree in question, for an amount of two million euros.
