Milan, 8 June 2024 – Polls open, Today at Milan and Lombardy. But also throughout Italy. To the vote Saturday 8 (from 3pm to 11pm) and Sunday 9 June (from 7am to 11pm) are called i residents of 961 Lombardy municipalities out of 1,502.
Most of these towns do not have 5,000 inhabitants. Rarely ten thousand. AND only 37 exceed the fateful threshold of 15 thousand which allows you to go to runoff on 23 and 24 June, if no candidate immediately exceeds 50% of the votes: they are 3.9% of the total. AND only three are the capitals called to the polls: Pavia, administered by centre-right, Cremona and Bergamo, drive this far from the centre-left.
If they European elections which are held at the same time are a test for the government and for national leaders, especially for the Lombard administrative bodies a test of trust in everyday democracy, that of the mayors of small communities, who are responsible for managing basic services, close to citizens and directly measurable.

All twelve Lombardy provinces are involved in the administrative vote. The province with the most Municipalities at the polls is Bergamo: 164. They follow Brescia with 143 and Pavia with 122. Four provinces are under the hundred municipalities: Como (87), Cremona (87), Varese (77) and Milan (68), while in the remaining five provinces the municipalities voting are under fifty: Lecco (49), Lodi (46), Sondrio (46), Mantua (38) and Monza Brianza (30). Milan is the province with the largest number of municipalities over 15 thousand inhabitants (11), while a Lecco and Sondrio the mayors will be elected only in a single round.
TO Bergamo (119,476 inhabitants) the outgoing mayor, Giorgio Gori of the Democratic Party, he will not be able to run again because he has completed his second term. Ssame situation in Cremona (70,841 inhabitants) where Gianluca Galimberti, an expression of the centre-left, led the city for ten years. TO Pavia (70,380 inhabitants), the only Lombard capital governed by the centre-right together with Sondrio, the outgoing mayor is Fabrizio Fracassi of the League.

The smallest municipality voting is Pedesina (SW) on the slopes of Monte Rotondo in the Western Orobie Alps. With 35 inhabitants it is the second least populated municipality in Italy after Morterone from Lecco. Pedesina doubles in this special ranking Maccastorta (LO) which has 63 inhabitants and two municipalities in Pavia, Villa Biscossi and Rocca de’ Giorgi, with 61 and 60 inhabitants.
The vote for the Councils and the first citizens will also be a new test for some communities. They will be the first electionsfor example, for Uggiate with Ronago, approximately 6,700 inhabitants in the province of Como, one of the new municipalities established in 2024 in Lombardy following a merger. News for the electoral system of the municipalities of Agrate Brianza (Monza), Casalpusterlengo (Lodi) and Concesio (Brescia), who, having exceeded the threshold of 15 thousand inhabitants at the 2021 census, will go to the ballot. Other municipalities have exceeded the threshold, at least according to the registry data, but what is valid for the application of the electoral law is precisely the official census, which occurs every 10 years. Tradition never changed since the unification of Italy in 1861. Changes also for the municipality of Casalmaggiore (Cremona), which however will follow the opposite path of Agrate, Casale and Concesio: having fallen below the threshold of 15 thousand residents, it will see the mayor’s proclamation in a single round.
