BRINDISI – “Such hirings are carried out according to clear and transparent criteria”. The mayor of Brindisi, Giuseppe Marchionna, put it in black and white, in a certified email sent yesterday (Monday 3 June) to the Teorema company, the contractor for the waste collection and sanitation service, on behalf of the Municipality of Brindisi. The hirings in question are those of 27 units (including the seven former Ecotecnica temporary workers who were part of the trade union agreement signed last September) on fixed-term contracts to make up for the shortage of staff that will occur in the summer, with the holiday shifts. The mayor writes that he was “irrutually informed of the company’s initiative”. Nothing to say about the initiative “aimed at improving the service”, for which appreciation is expressed”.

Marchionna, if anything, poses a question of common sense. You did so on the sidelines of a conference of group leaders convened to take stock of the industrial plan of Brindisi Multiservizi. The mayor asks for transparency and clarity “also with the aim – we read again in the certified e-mail – of avoiding the emergence of any suspicion of discretion in the selection of the identified workers”.

Luperti and Greco: “Procedures that are questionable to say the least”

The reactions from the world of politics are not long in coming. “The Teorema company – say the city councilors Michelangelo Greco and Pasquale Luperti – continues to offer a solid urban waste collection service that is absolutely unacceptable for a city that aspires to return to decent levels of separate waste collection. To this element, which is already very serious in itself, it also adds questionable procedures for hiring new staff to say the least.”

Luperti and Greco have “nothing to discuss” on the choice to hire new units in view of the summer, “but it is very serious – they point out – that not even the mayor is aware of the criteria with which these hirings were made which in any way can be considered ‘clear and transparent’”. “In short – they conclude – no public procedure, demonstrating the fact that there is not a single thing that works in the service of the Theorem. What do you expect to take consequent measures?”

Rachiero: “Inappropriate procedure”

Councilor Diego Rachiero (“Attiva Brindisi”) also intervenes on the issue. “The inappropriateness of this procedure – states Rachiero in a press note – is highlighted precisely by the clear and decisive position taken by the mayor who, having learned of these hirings on a completely informal basis and, as mentioned, was completely unaware of the criteria adopted by the company, invites the manager to follow clear and transparent hiring criteria, in order to avoid the emergence of doubts regarding the ‘discretionality’ of the choices made.

“On the other hand – continues Rachiero – it cannot be forgotten that the seven young temporary workers, also included in the union agreement signed pending the transition from old to new manager, were integrated by Teorema (always on a fixed-term basis) only a few days ago, after a protest and an ordeal lasting months in front of the doors of the Palazzo di Città”. “In a city where the urban hygiene and waste collection service highlights very serious critical issues on a daily basis and separate waste collection is at an all-time low, it appears absolutely legitimate to ask the service manager – he concludes – for greater transparency also with regard to the recruitment and selection of the workforce. It is hoped that Teorema Spa will provide the necessary clarity on this point.”
