However, – explains Bonavitacola – I would add that Alto Calore must function like a real company again. It needs a director, an organizational chart, and to resume maintenance and readings. It must do what a service manager would normally do. If he doesn’t do it, we’re wasting time »he adds.

Alongside GengaroBonavitacola makes a pass with the reporters on the vote: «We have respect for the institutional culture and for those who represent the citizens, regardless of the political color and the people involved – he says referring to the not exactly idyllic past with the outgoing administration of Gianluca Festa -. A mayor represents a community and our respect goes to that community. We have never opened institutional conflicts, not even with the municipality of Avellino. I believe that in the next few weeks we will move on to the more operational phase. However, this must not be a park “to be framed”, he warns, but a place of lively interaction between citizens, especially young people, nature and the landscape”.

In conclusion here is the point on the level of waste: «We are progressing a bit slowly, unfortunately not only here in the province of Avellino. I believe that, during the years of commissionership, the municipalities have lost the habit of assuming responsibility for the management of this fundamental service. We introduced a law, law 14 of 2016, which revolutionized the governance system – he recalls -. Finally the area bodies have become operational, but now we need to move on to the management phase. The Irpiniambiente consortium, he underlines, is a unique case of a publicly owned company with overall management, as it deals with both separate waste collection and private segments, such as collection, sweeping and transport. National legislation has changed and does not allow waste management bodies to participate in the companies that directly manage the service, a task that now falls to the municipalities. The decision of the province of Avellino to start this process seems correct and positive to me. We must ensure that the municipalities can acquire the shares of the provincial company in proportion to the population represented. I hope that we go in this direction, but in addition to the wishes, we have decided that, if things don’t work, he warns, we will also activate the replacement powers.
