We have received and published a statement from the associations on the landscaping authorization granted by the Puglia Region for “additional construction sites for the coastal LNG depot in Brindisi”.
Recently the president of the port system authority of the lower Adriatic declared that the Pptr does not allow the construction of photovoltaic systems in the ports of Puglia. If this were true, the granting of the exemption by the regional council for the construction of the works planned for the coastal LNG deposit would be even more striking.
The derogation, in fact, is not a technical act but a choice dictated by a precise political will. This political choice is in complete contradiction with what Emiliano declared regarding the intention to renegotiate the program agreement with the government on the plant. This political act is also in contradiction with the rigor or rigidity that the regional council shows when dealing with issues concerning renewable energy plants; after, it is worth remembering, the municipal council reached a unanimous agreement to ask the government to review the project and carry out an environmental impact assessment, the silence of the Puglia region was deafening.
President Emiliano has fully accepted the opinion of the regional technical committee, even in the part in which in Pilatesque style the judgment on the compatibility of the coastal depot with the railway network is referred to others. On the subject, the judgment on the merits of the Lazio Regional Administrative Court is currently pending in the dispute promoted by the Mam Port System Authority against the Asi Consortium, guilty, according to the port system authority, of having required compliance with rules and laws in force, completely ignored and for which no one takes responsibility. The violations of the law regarding safety distances are evident, even more so because an LNG pipeline would pass under the tracks.
How does the Puglia region grant the exemption and how does the Superintendence not express comments on the landscape compatibility of the works planned for the coastal deposit, which are also heavy? The resolution of the regional council is, therefore, an act as politically serious and disrespectful of a city as it is instrumental. Leonardo Sciascia said that he realised, in his experience as a municipal councilor and parliamentarian, that “the power was not in the council chambers but always elsewhere”.
On many occasions in Brindisi’s recent history, political choices have been conditioned, or guided, outside democratic forums. We hope that, at a political and institutional level, in Brindisi and at a regional level, the political and institutional representatives will be able to respond to their own conscience and common interests, preventing legally and ethically unmotivated administrative acts from allowing the construction of the coastal and prevent the multifunctionality and sustainable development of the port.
