The regional councilor for urban planning Pasquale Ciacciarelli in Aprilia to illustrate to local administrators, technicians and citizens the effects of the agreement, signed this morning, through which the Lazio Region delegates some planning functions in the field of urban planning to the Municipality of Aprilia. At the table, moderated by the president of the municipal council Salvatore Lax, were present the Mayor of Aprilia Lanfranco Principi, the councilor for urban planning of the Municipality of Aprilia Roberto Boi, the urban planning manager of the Lazio Region, architect Maria Luisa Salvatori and the manager to the urban planning of the Municipality of Aprilia Stefano Gargano. In addition to councilors and councilors of the Municipality of Aprilia, representatives of the professional associations of surveyors, architects and engineers participated in the conference.
As illustrated by the Regional Manager Maria Luisa Salvatori, the agreement represents a precious opportunity for the city of Aprilia, which will have the possibility of managing its own processes of action and approval of the urban planning instruments, even if they involve variations to the existing urban planning instruments and to approve them on its own from an urban planning point of view. Landscape conformity assessments of urban planning proposals will remain within the sphere of competence of the Region. Among the processes still underway and which will soon return to the responsibility of the Municipality, are the detailed plans for the recovery variant.
“I am particularly pleased – remarked Mayor Lanfranco Principi – to welcome councilor Pasquale Ciacciarelli to this council chamber, who after Rome and Latina has chosen our city to present the effects of this important provision. Acquiring the delegation of urban planning functions represents a precious opportunity for Aprilia: the reduction in bureaucratic process times will give new impetus to the development possibilities of the territory, but above all the territories will once again become protagonists of planning choices. I’m sure we will be able to demonstrate that we are up to the task.”
“This important delegation – underlined the regional councilor Ciacciarelli – entails great responsibilities for the Municipality of Aprilia, but at the same time offers the institution the possibility of carrying out an in-house planning activity, reducing timescales, with positive effects for the territorial development. A possibility that we initially wanted to grant only to the Capital, but which we then also extended to municipalities with over 50 thousand inhabitants, looking for a way to bring the Region as close as possible to the territories, to bring together that institutional supply chain which often also lengthens times and to try to give the municipalities the possibility of having the planning of the territory in their own hands and I mean in such a way that even the authorization processes can be shorter”.
“It was one of the fastest and most important choices among those adopted in recent months – underlined the urban planning councilor of the Municipality of Aprilia Roberto Boi – which gives the Municipality of Aprilia the possibility of having the conferral of urban planning powers, limited to some areas and which will not concern the general master plan. It was a political choice: in this tool we glimpsed the possibilities for planning and development of the city, which will benefit from the streamlining of times and procedures. Good planning will allow correct and functional development for the city in future years. An issue that is particularly close to our hearts concerns the suburbs and in particular the variant of recovery of the 55 spontaneous nuclei. It is the most important challenge for this administration and for the city, which needs to close the game regarding the implementation plans and adopt the possibilities offered by the variant to redevelop the territory. By being able to deal in-house with the implementation plans drawn up by engineers Berdini and Buttarelli, we will have the possibility of speeding up the procedural processes, in particular for those nuclei, such as Campo di Carne, where critical issues had been identified”.
