The day is approaching for the start of work for the reclamation of the 4B sub-district of the former IP area, the one for which the Municipality of La Spezia, after having exercised its substitutive powers, has obtained a loan of 6.4 million euros from Pnrr funds relating to soil remediation of orphan sites. The area in question, with a surface area of ​​approximately 15 thousand square metres, will be used as an urban park and public greenery.
In recent weeks, the synchronous services conference for the approval of the technical-economic feasibility project concluded positively, which involved, in addition to the municipal administration, also the technicians of the Region, Province, State Property, Local Health Authority, Arpal and Fire Brigade . The only deliberately negative opinion expressed was that of the judicial liquidator, informed of the procedure for information, the current owner of the area, who also presented an appeal to the Liguria Regional Administrative Court regarding the process initiated months ago by the Municipality of La Spezia. The judges, however, have not set up any suspension and Palazzo civico is proceeding quickly to return at least a first slice of the immense area in which the reclamation operations have been stopped for over 10 years. In addition to the history of the place and the slowdowns due to the crisis of Immobiliare Helios, the administration is also rushed by the times imposed by the Pnrr itself.

“We are replacing the property to return to the city the green part of the former IP area – Environment Councilor Kristopher Casati explains to CDS – which would have in any case been returned to the public utility. We must complete the reclamation by 2026 and we should have the executive project ready by the end of this year. We are within the time required by the Pnrr deadlines, but we cannot stop or waste even just a minute. What we will implement will be an excavation reclamation, with the removal of the material in another place, so as to be able to guarantee class 1 soil”.

During the first meeting of the services conference, the bodies present expressed their opinions and requested additions, while the lawyer for the judicial liquidators of Helios presented the defense briefs with which they oppose the procedure. During the second meeting the administration presented the counterarguments and the technical-economic feasibility project was approved under the conditions contained in the opinions received. This will be followed by the validation of the project and then the tender procedure for the assignment of the project will be launched.
