«I’m leaving and returning to Venice»

The rumor of his resignation from the position of general manager of the Health Department had been circulating for a while, and the T had reported it in advance. Giancarlo Ruscitti, however, he tried to mislead with irony, saying that yes, he would change jobs, that he would become Roma’s sporting director: «Maybe – he says now – because they would pay me well for that role». Now the CEO is really leaving Trentino after five years.
What is he going to do then?
«We’ll see, in the meantime I’ll go back to my Venice, then I’ll choose from the many proposals that are coming to me. My work is still in demand.”
Why didn’t he immediately say he was resigning?
«Because first I wanted to make it official with whoever entrusted me with the task».

«I had already mentioned to the president my intention to return to Venice. He asked me to stay, and I stayed. Then personal and family problems arose and I renewed the request. And at that point Fugatti understood, although he regrets that he cannot continue my work here.”
Look Ruscitti, the rumor about your resignation was also accompanied by the rumor of disagreements between you and the new health councilor Mario Tonina. What’s true?
«Nothing, because I got on well with both this and the previous administration, both with councilor Stefania Segnana and with councilor Mario Tonina».
You have been described as a sort of deputy councilor when the councilor was Segnana.
«But no, I am a technician who has worked with the centre-right and the centre-left, precisely in my capacity as a technician. And my role, with councilor Segnana, was that of a manager who respects the position of the political summit. I did it with her as I did it in Puglia with Emiliano.”
During his tenure as general manager, the pandemic also hit Trentino. What was that period like?
«We spent the months, together with the president, the councilor, the head of Civil Protection Raffaele De Col, giving instructions to the population, and the population listened to us, accepted the limitations, there was a great unity of purpose. Trentino was and is a united community.”
Those were the days when we waited until the evening to know the data, for the count of infected people and for the macabre death report…
«Well, in those days my job was to maintain the relationship with the ministry, to have updated data, and my relationships built in the past with the then minister Roberto Speranza helped me. And the relationships with Silvio Brusaferro, head of the technical-scientific committee, helped us to be better informed about the situation.”
But not just Covid, there are many dossiers he has worked on in recent years.
«Shortly before Covid, the decision to establish the School of Medicine and to reorganize the healthcare company. Then the Pnrr, accreditations and much more. I worked on all of this, but the results came thanks to the work of extremely well-trained collaborators that I found within the Department.”
He also managed the match for the new Trentino hospital.
“Certain. First the management of the dispute with the companies on the past project, then I gave my contribution and my support on the new project”.
And he also had to deal with the issue of Birth Points. Where are we at?
«We are at the point that there is a great shortage of professionals who can guarantee the existence of these safeguards. But reducing the debate to birth points is wrong: in Trentino the pregnant woman is followed throughout the nine months, and even after. And she followed up well.”
The fact remains that doctors are increasingly less willing to be paediatricians and anesthetists where few children are born, such as in the birth centers in the valley.
«The current critical issues must be addressed with dialogue on the territories, and councilor Tonina is committed to precisely this. But we cannot deny that there are critical issues, that the birth rate decline is a problem in this sense too.”
Doctor Ruscitti, if you ask someone from Trentino today whether healthcare has improved or worsened, they say that it has worsened. Whose fault is it?
«In these 5 years, despite Covid, for all national indicators, whether public or private, Trentino is always on the podium. And also for the satisfaction of the services.”
So no problem?
«Of course, there are problems, starting, as I already mentioned before, from the lack of professionals, which clashes with a topic that will be increasingly topical: the aging of the population. Now, with one-off funding from the State, we have recovered the waiting lists, but let’s remember that every year the requests for services increase by 10%.
So how to do it?
«We need to act on prevention, primary and secondary. And the Province has already been committed to this front for some time.”
Now he’s leaving, and where will he go? To do what?
«I return to my Venice, where I am Giancarlo and not the general manager. Then I will evaluate the offers that are coming my way: I am lucky enough to still be in demand.”
You will leave Trentino, do you regret it a little?
«I found a wonderful reality, which welcomed me. I have lived in Val dei Mocheni in recent years, and they loved me there, I found a community of generous people.”
Who knows if he will return to Trentino…
«Maybe even to work. Who knows…”.
But aren’t you retiring?
«I am a doctor, I can go to 72, otherwise I lose some of the contributions. And then I still have my head and body that can hold up, I’m not someone who waits to retire.”
