The Umbria Region: A Solid Budget and Effective Management
The Regional Council of Umbria, led by the Budget Department, has given its approval to the general statement of the regional administration for the financial year 2023. The approved document highlights the robustness of the regional budget, with a surplus of competence of over 82 million euros and the satisfaction of all the balance indicators required by law.
Despite the economic challenges, the policy of prudent management of financial resources adopted by the Budget Department made it possible to fully finance the Umbria Region’s own investments in 2023. The results obtained in recent years, and in particular in 2023, have made it possible to define completely the previous relationships with the Provinces and to cover the costs relating to the functions relating to regional roads, for a total resources of approximately 20 million euros.
These results are also the result of the efficiency improvement and containment of operating expenses and personnel costs, which remained unchanged compared to the previous year. This made it possible to guarantee adequate spaces for regional interventions to support local administrations and the economic system.
From a revenue point of view, the approved document highlights the stability of tax revenues, in particular IRAP, the additional IRPEF and the car circulation tax. This is in line with regional tax policies, which aim to keep the tax burden unchanged and recover evasion.
Also from the point of view of economic and financial results, the 2023 report shows a positive situation, with an operating result of over 75 million euros. This testifies to the solidity of the balance sheet, highlighted by the increase in net assets, which went from 481 million euros in 2022 to over 567 million euros in 2023. This demonstrates the important work carried out to keep the accounts in order, with a prudent and effective management, which led to good results, which have improved over the years.
