The Siena City Council approves the counter-arguments to the regulatory variation to the Operational Plan

The Siena City Council approved in today’s session, Friday 17 May, the counter-arguments to the regulatory variation to the Operational Plan. The deed received nineteen favorable votes, five votes against e Three abstain from twenty seven councilors present.

In particular, the City Council analyzed the observations received and the related points, for a total of over sixty, approving the counter-deductions based on the opinions (acceptable, partially acceptable, not acceptable, not relevant) derived from the assessments of the Territory Management of the Municipality of Siena . During the preparatory work of the City Council it was agreed, to streamline the operations of the session, to carry out a single discussion of the act, reserving space for individual councilors to argue a possible vote in disagreement with the opinion expressed on the same counterarguments in the meeting of declaration of vote.

Dapart from dand the subjects interested in observing observations were received especially regarding renewable sources and in and, in particular, on the extent of use of photovoltaic panels throughout the municipal area. The regulatory variant already has enlargedor the perimeter of possible installation, the municipal administration has decided to further expand this perimeter also inserting the possibility in‘stadium area’TOrthemium Franchi”. In fact, this area was considered to be “energy intensive”, with the need for alternative sources as it is a sports facility of primary importance. As regards the historic centre, a UNESCO heritage site with very high cultural and artistic value, current technology does not allow the installation of panels to be reconciled with the protection of this heritage, which the municipal administration has therefore decided to preserve in stringent manner. The use of the panels will however be subordinatedor always to the landscape concession by the Superintendence toarchaeology belle torti e paesaggio, which obviously must be consulted for each intervention.

Some observations were deemed “irrelevant”, because they could be contextualised in the future Pstructural plan, for which these were acts postponed until the approval of the plan itself. Others have requested the modification of the interventions that can be carried out in a single building, considering the historical value of the same and attaching related historical reconstruction documentation. Other observations were declared “not acceptable” because they were necessarythey had of a transferorgreat mationfication of the intervention. In some cases the transformation of the buildings in agricultural land to residential use was not allowed modification of the buildings: for the moment the expansion of this transformation was considered sufficientormation in the so-called “Filaments of the open territory” and therefore leave the widespread territory to a more in-depth analysis to also be carried out in the Structural Plan. Strands are the areas that are not open countryside, but close to urbanized territory.

As required by law, all documents relating to the variant are published in the appropriate section of the website of the Municipality of Siena (www.comune.siena.it). Semprand according to the legislation, the municipal administration will have to send it to the RTuscany region and the Superintendence toarchaeology, fine arts and landscape for the provinces of Siena, GRosseto and Arezzo of the adoption resolution, for the purpose of calling the Landscape Conference. Following the results of the same conference, the documents will return to the City Council.
