Two days after the split over the credit spreader, the majority closes ranks and the government’s confidence in the Superbonus decree is approved in the Senate with 101 votes in favor and 64 against. The measure passes the Chamber to the satisfaction of the Minister for Relations with Parliament Luca Ciriani, according to whom “these are numbers that leave no doubts or interpretations” and confirm “that there is no political problem and that the majority is never been under discussion, nor the Government”.

The Superbonus issue, Ciriani assures, will be resolved “with neither winners nor losers but to everyone’s satisfaction”. “Someone said yesterday – the minister comments – that Forza Italia was not present and would not have voted for confidence, that the government had problems and tensions, but in reality it seems to me that the result proves the opposite”.

But what does the new text provide? Super bonus in 10 installments: Expenses incurred from 1 January 2024 (in 2025 they will drop from 70 to 65%) can be deducted in 10 years instead of 4. 30% home bonus from 2028: From 2028 to 2033 the deduction rate will drop to 30%. Stop compensation: From 2025 all financial institutions will no longer be able to offset superbonus credits with social security and welfare debts and premiums for insurance against accidents at work. Earthquake background: 400 million euro ceiling to allow the transfer and discount on invoices in the areas affected by the earthquakes of 2009 and 2016: it can only be used for new practices. Control of municipalities: Municipalities will be able to carry out inspections on the superbonus construction sites to verify any irregularities. Sugar and plastic tax: They will be triggered in 2025 and 2026 and will affect sweetened soft drinks and plastic products.

If it is true that the numbers hold up, Forza Italia’s positions on the provision remain different from those of its allies, so much so that Deputy Prime Minister Antonio Tajani himself underlines “the many doubts”: “We are against any hypothesis of a retroactive law in any sector – he cuts it short the blue secretary – It’s a question of principle. We don’t give up the defense of our principles, having said that, an amendment that we don’t agree with absolutely does not undermine confidence in the government”. On the retroactivity issue, “we would have preferred greater collegiality”, Senator Roberto Rosso (FI) highlighted in the chamber, but this “does not prevent us, due to the profound loyalty that characterizes Forza Italia, from being in favor of the provision as a whole”.
