Anci hearing in the Regional Council on public water and new housing plan

ANCI Puglia expressed the position of the Municipalities in the Fifth Regional Council Commission, respectively on the state of implementation of LR 36/2023 “New Housing Plan” and on LR no. 14/2024 concerning provisions for the management of the Integrated Water Service (SII). With the President Fiorenza Pascazio, present the Secretary Alfredo Mignozzi, the Vice President Noè Andreano, the Urban Planning Delegate Giuseppe Giannone and the Board member Piero Paparella.

​ANCI Puglia was called to a hearing at the V Commission of the Regional Council, respectively on the state of implementation of Regional Law 36/2023 “New Housing Plan” and on Regional Law no. 14/2024 concerning provisions for the management of the Integrated Water Service (SII). Present for ANCI Puglia, together with the President Fiorenza Pascazio, the Secretary Alfredo Mignozzi, the Vice President Noè Andreano, the Urban Planning and Landscape Delegate Giuseppe Giannone and the member of the Steering Committee Piero Paparella. Regarding Law 36/2024 “New Housing Plan”, Anci Puglia underlined the fruitful synergy and institutional collaboration with the Region on the matter, achieved in the various technical meetings held with the delegate “Landscape and Urban Planning, Territorial Planning, Territorial Planning” , Attorney Stefano Lacatena. Anci Puglia has started a continuous dialogue with the Municipalities, activating a process of constant information-training assistance aimed at encouraging the implementation of the law. The transposition of the legislation and the adoption of measures by the Municipalities involve overcoming some difficulties and require physiological technical operating times, this also in light of the very recent changes to the SEA Regulation approved by the Region on 22 April last, regarding the conditions of exclusion from the Strategic Environmental Assessment envisaged by the art. 7 of the same Regulation, in relation to the sector of territorial planning or land use, for which the role of proceeding authority is attributed to the Municipalities. Furthermore, each Municipality is called upon to carry out analyzes and determinations with respect to the perimeters of the contexts susceptible to application of the regional law and, therefore, needs time to do so. It appears, in any case, that the Municipalities are working on the resolution to transpose and implement LR 36/2024.

About the Regional Law on the Management of the Integrated Water Service, ANCI has reiterated the univocal and transversal desire of the Municipalities to ensure that the control of this service in Puglia remains firmly in public hands, guaranteeing all citizens equal right of access and quality services. At this stage, ANCI Puglia believes it is important to delve deeper into some procedural aspects that are the responsibility of the Municipalities, contained in the Regional Law, to allow them to peacefully start what represents a truly epochal transition. Precisely in order to provide maximum support to the Municipalities, connect their action and evaluate the procedural process to be brought to the Municipal Council, ANCI Puglia has convened the General Assembly of all the Apulian Mayors for May 22nd, in which the Region and the Puglia Water Authority will also participate, where open issues will be addressed.
