On 29.4.2024, the company Hospital Service srl, which won the contract for the laundrette service at the Teramo local health authority, took over from the previous concessionaire in managing the service. In the planned preliminary comparison phase, the company proposed re-employment to the workers currently employed in the service with contractual conditions (level of classification, working hours, re-proposal of the probationary period) worse than those recognized by the previous entity managing the service (Hospital Services spa). All this in clear contrast with the social clause provided for by the CCNL of industrial laundries as well as by the general legislation that regulates the matter. Since the cloakroom activity is necessary for the functioning of an essential service such as that of hospital facilities, a state of agitation among the staff was proclaimed with the consequent start of the planned cooling-off procedure at the Prefecture of Teramo, which gave a negative outcome. We therefore express all our concern about the developments of this matter which represents, as our national structures have confirmed to us, a dangerous precedent not to be underestimated, in stark contrast to the normal dynamics that characterize contract changes in the public health sector, which involve the full application of the contractual rules agreed with the sector employers’ associations. We also believe that, as in this case, the logic of the indiscriminate reduction of costs also achieved through the failure to apply contractual rules, represents one of the main causes of the significant reduction in the quality and effectiveness of services which, inevitably, in addition to penalizing the citizens is at the basis of the central issue concerning safety at work, on the seriousness of which we believe nothing should be added beyond what is reiterated daily in all institutional settings. What strikes us is the deafening silence of the bodies involved, primarily the ASL which ignored our requests for a meeting and deserted the meeting called at the prefecture of Teramo, with an attitude that seems to underestimate the possible organizational repercussions that this affair, if not clarified, it could have, or rather, is already having as we have seen through the controversy relaunched in the newspapers, relating to the failure to deliver clothing to the 118 personnel. We hope that none of the parties involved can consider themselves extraneous to the matter, in the hope , vain, that can be resolved on its own. We, in addition to relaunching it on a national level, involving the trade federations and employers’ associations who have already requested the activation of discussion tables in all the competent offices, are acquiring all the documentation necessary to highlight any anomalies that have characterized the service assignment procedure, reserving the right to activate if necessary all trade union actions to protect the workers of Hospital Service srl, Teramo, 13 May 2024 FILCTEM-CGIL FMCA-CISL UILTEC-UIL UGL TERAMO
