“What actions does the regional government intend to take to overcome the stalemate in which the merger process between IRCAC and CRIAS finds itself, still at sea after 6 years?”. This is the request made by the Honorable Valentina Chinnici, deputy of the Democratic Party at the Sicilian Regional Assembly, to the President of the Region, Renato Schifani, to the Councilor for Productive Activities, Edy Tamajo, and to the Councilor for Economy, Marco Falcone, with a question signed by all the deputies of the Democratic Party group.

“With regional law 10 July 2018, n. 10 – paragraph 2 of the art. 1 – it has been established that – we read in the question – the Regional Fund for Credit to Sicilian Artisan Enterprises (CRIAS) and the Regional Institute for Cooperation Credit (IRCAC) will be incorporated by merger into a single body with the name of the Regional Institute for Facilitated Credit (IRCA)”.

“The Boards of Directors that have followed one another over the years, including the current one – continues the parliamentary document – ​​have proven inadequate to conduct the process of real merger between IRCAC and CRIAS; To date, there is no industrial plan, which is fundamental for implementing the merger of the two entities and for the consequent birth of IRCA. At present, the fundamental role of General Director of the Institution does not appear to be filled, over which the Government has instead preferred to appoint an acting Director, with consequent serious delays in the execution of ordinary activities”.

Instead, the questioners point out, “we continue to witness the embarrassing succession of acting general managers, with possible and plausible tangible consequences, such as: the possible delay in the collection of loan repayment installments, in the payment of taxes and contributions social security, in the payment of utilities and suppliers, as well as in the aforementioned payment of salaries to employees”;

The questioners, therefore, ask: “what actions does the Government intend to take to overcome the critical issues exposed; if it is the intention of the Government to make its will prevail towards the Board of Directors of the entities, which for about 15 months has been characterized by obvious inaction, without further delay, using all the tools, without exception, permitted by law”.
