“Analysis tool to guide policies and services”

The assembly foreseen by the Council resolution of 8 August 2023, n. 1189 for the New Labor Market Observatory in Puglia. The Puglia Region announced this in a note, explaining that the assembly “shared the financing lines and the project proposal for the technical implementation of the Observatory – entrusted to the Policies and Labor Market Section”.

“The Observatory is the tool for implementing the requests of the European Commission also through the resources of the PNRR. In particular, through the introduction of new spending chapters of the “Repower EU”, and the redefinition of the objectives and actions underlying the main programmatic tools already in place (revision of the GOL Program and modification of the “New Skills Plan” to “New Skills Plan – Transitions”), the requests of the Commission are accepted which invites central administrations and regions to react more promptly and with appropriate tools, on situations of imbalance in the labor market, anticipating, as far as possible, the transformations of the labor market and orienting policies with respect to the paradigms of environmental transition, digital transition and technological innovation. In particular, the New Skills and Transitions Plan affirms the need for all Regions to equip themselves with “systems of ex ante analysis of the labor market, consistently with the central dimension given to the overall system of reform of the market, policies and services at work and the increase in the analytical capabilities of the labor market work and labor market intelligence systems (to which reference is also made in the following paragraphs)”, and systems for “monitoring the employment effects of financed training, with particular reference to continuing training managed by joint interprofessional funds, which represents the greater relevance, both from the point of view of the volume of activity and in terms of financial dimension”.

“The Labor Market and Policies Section – as foreseen by the Plan to strengthen the Employment Centers financed by the PNRR – will be equipped with a stable technical structure – also in agreement with Regional Bodies and Agencies with expertise in research and market matters of labour, composed of specialists called upon to implement the individual lines of action set out in the New Skills and Transitions Plan. This structure will have to constantly communicate with Sviluppo Lavoro Italia (formerly Anpal Servizi) for the management of the shared Market Labor Intelligence tools that the company Ministry of Labor has already created and made available”.
