Pescara – An outcry was received from the regional Cna following the approval by the Council of Ministers of the decree-law which introduces urgent measures regarding tax breaks with new limitations on building bonuses: «The decree approved, surprisingly , from the Council of Ministers represents yet another very hard blow to the construction sector. Canceling the transfer of credit and the discount on the invoice for the remaining cases for building bonuses that could still use the option highlights a serious approach by the Government towards a sector that ensures a significant contribution to the country’s economy.»

The Abruzzo regional Cna comments according to which the provision affects interventions involving third sector bodies and reconstruction ones in areas affected by earthquakes.

«These are works that have a high social value – explains the acronym – and a limited impact on public finances, so the decision of the Council of Ministers is incomprehensible.
Furthermore, the executive continues to produce restrictive regulations towards the construction sector, generating chaos and uncertainty for companies and clients. The new tightening will have serious effects on the sector which was adapting to the residual opportunities envisaged in the latest Budget Law. In the absence of the text of the provision, it is impossible to know whether, for example, contracts already signed will be able to continue to use the credit transfer option.
Yet another crackdown and the messy exit strategy from the Superbonus risk throwing the construction sector into a serious crisis again.”

The President of Anci Abruzzo and regional Anci coordinator of the crater: “The Government must deal with the territories to save the Reconstruction”

“The Government’s sudden decision, taken once again without dealing with local realities, to intervene on the so-called Superbonus by eliminating all the benefits, and this also for the crater areas, risks having very serious effects on reconstruction”.

Thus the President of Anci Abruzzo and coordinator of the four regional Anci of the crater Gianguido D’Alberto.

“With this provision, which has been intervened once again with a law decree, the areas of the crater and the trust of our communities are ignored – continues D’Alberto – for this reason, we strongly ask the Government to immediately retrace its steps . Otherwise we risk that the reconstruction, which today has finally entered a decisive phase, thanks to the enormous work put in place by the commissioner structure, in continuity between the former commissioner Giovanni Legnini and the current commissioner Guido Castelli, with the push decision of the mayors, is blocked again. As first citizens, in reiterating that the reconstruction of Central Italy must remain a priority on the Government’s agenda, we are not willing to accept this situation and if the Decree is not modified we are ready to mobilize to defend our communities”.

The President of Anci Abruzzo, invites the parliamentarians of the four regions of the crater to make the voices of the territories heard, underlines how the stop to credit transfers and discounts on invoices for the areas affected by the 2016 earthquake would represent a bane for citizens and businesses, as moreover taken over by the construction sector associations themselves.

“Without the discount on the invoice and the transfer of credit, in many cases it will be practically impossible to continue along the path of reconstruction – continues D’Alberto – as complete economic coverage of the interventions will be lacking. When measures are taken that have such a heavy impact on reconstruction, one cannot avoid confrontation with local realities, with the social partners, with those communities with which important commitments have been made. Citizens’ trust in institutions must find concrete confirmation. With this decree law that trust can only fail and as mayors, for our communities, we cannot allow it.”

ALBERTO BAGNAI (LEGA): “MINISTER GIORGETTI PAY ATTENTION TO THE CRATER AREAS”

Reassurances, on the other hand, are those coming from the deputy and economic manager of the League, Alberto Bagnai.

“I have understood and make my own, together with all the parliamentarians of Abruzzo, the concerns raised in the inhabitants of the areas affected by the reconstruction since the announcement of the latest decree on the superbonus. Already yesterday I had the opportunity to represent them directly to Minister Giancarlo Giorgetti in a meeting at the MEF, receiving his positive attention”.

“The incentive measures linked to the reconstruction in the areas affected by the earthquake are and must be kept conceptually distinct from the so-called superbonus”, explains Bagnai, “In the earthquake crater the fiscal incentives intervene to compensate the owners for the extra costs deriving from the exceptional increase in materials prime, an increase caused in part by the distorting nature of the superbonus. In the absence of this compensation, the Government should review the parameters of the reconstruction contribution, in any case supporting an outlay, to ensure the rights of the owners affected by the earthquake. We are working to take this fact into account in the text of the decree, which has yet to be released and will naturally be subjected to parliamentary scrutiny.”
